These water sprites are hanging around outside the Stormstout Brewery in the Valley of the Four Winds. Mudmug gives you the quest 最奇妙的液体 to kill these sprites to obtain their essences.

I feel horrible after doing the quest to kill these guys. They're cute. They aren't hostile and they make the most piteous, little cries of pain when you hit them. Blizz might as well have given us a quest to kill puppies and kittens. They're like children. Killing them felt very, very wrong.

Awww...poor little guys.
I know, I felt bad, too.
I'd love to have a pet with this model, though! That, and the fire spirit etc. from the Pandaren starting zone!
So adorable...why, oh why did I have to kill them? :(

They are literally just playing catch with a waterball. It makes me feel bad when I kill them, and the sound effects don't help!
