Wasn't sure at the time how the rares worked as it was only beta, but the rares CAN drop cool vanity stuff but it's slightly lower chance than any generic blue drop.

Not a hard fight, he has a cast that'll hit anything in an arc in front of him, you have a few seconds to get behind him as soon as that starts. He also summons a non-elite on low HP. Easiest rare I've encountered yet!

All Mogu Warriors use the same set of mechanics.
Devastating Arc is the only ability of a Mogu Warrior to be really concerned about. This attack causes heavy AoE damage in a large area in front of the caster. Simply step through him to avoid it.
Titanic Strength is a stacking damage buff. It can be dispelled as an enrage effect, otherwise just be ready with a self-heal.
Summon Quilen summons a weak add that can be totally ignored. Kill it with AoE, cleaves, or DoTs, but don't worry about focusing it down. Its attacks are totally negligible.

This video may not provide much more information than what other commenters have already mentioned, but I figured I'd post my video anyways :) I go around with my boyfriend on a regular basis killing rares and I take videos of them and put them on youtube. The description holds the majority of the information.
If nothing else... you can see what the special skills look like. (Although on low settings cause my computer sucks lol) Also, because of that reason - I always recommend people to turn to a higher quality and fullscreen to see as much as they can. :P

Spawn timer info would be great since nobody has posted it yet. His trinket now has a greater use in the form of helping those undergeared who want to fight the alliance champions in Krasarang Wilds.
Mists of Pandaria twink gear is absolutely insane. I have nearly all 16 pieces on my level 82 warrior (besides two) and I was able to take this guy down in one try. With second wind, 60% parry from strength, and those little Quilens he summons activating my victory rush Jonn-Dar was difficult, yet EXTREMELY fun to fight (since I was always in fear for my life).
If you have a level 80 alt and are dreading leveling yet another character to the level cap (and have some gold to spare), I would highly recommend having some fun and completely overpowering a level 80, 82, or 84. You might not find much utility for them in battlegrounds, but taking down challenging mobs in Pandaria at an extremely low level is very fun!

Handy to farm turtles while you wait...
I kill him literally evry day along with blackhoof, he never changes his location and is very easy to kill as a hunter with my pet tanking. a tip, kill the turtles around hum or they can aggro from damage and mess up your fight, and stay out of the way of his arc.
Here's a running kill count of Jonn Dar and how many times I've looted a 'Small Bag of Goods' or 'Terracotta Fragment':

As a Frost Mage with 448 item level, no enchants or gems, and basically pretty bad... some tips that might help others:

Note that I haven't blown everything, still got some tricks up my sleeve. Now phase two for me: A

backwards. More Frostbolts and hopefully an Ice Lance or Two while frozen as well as from procs, as well as an instant Frostfire Bolt.

Now the Mirror Images are particularly resilient and keep aggro and the Water Elemental's Freeze is already up again so I Freeze again, and if I am doing it tough because I was a bit clumsy before then I give myself a bit of a dps boost with

Hope this was helpful. Keep at a good range so as to avoid standing in his rubbish (you are allowed some time to move out of it before you take damage so don't panic).

Using my Windwalker Monk ilvl 490 barely took any effort to kill Jonn-Dar
I dont normally have any luck whatsoever in getting anything im after, but i thought sod it I will try for the trinket.
I sat around waiting for about 5 minutes then Jonn-Dar sets off my NPC scanner, I'm thinking yeh right nothing descent will drop.
I kill Jonn Dar and loot him and cant believe my luck!

Just camped him for a few hours on my Disc Priest for the
. Pretty basic with decent gear. Just stay shielded and dps him down. I usually pull Shadowfiend out when he summons his quillen, and pop Power Infusion. Also I try to stand as close as possible to him that way I can run through him to avoid Devastating Arc.
I typically did not go below 100% HP and less then 50% mana.
I used the Glyph of Reflective Shield for the little extra DPS.
Here are the times I killed him at. I was there to watch him spawn each time, so these times are pretty accurate.
I received the following items. 1 item per kill, except the last kill I received two. So 7 kills total and 1 Fragment.
Didn't have much competition for the kills. Just the occasional person farming the turtles where he spawns.

I cannot believe this, but after camping for about an hour, I got the bag of goods, the gloves, and the *fragment* on my first go! Holy cats. I am never very lucky at all, but this made my whole week! So, the lesson here is that it is totally worth the effort. I wonder if Blizz has changed the drop rate for the better, perhaps.
He seemed to have spawned about 40 mins after my previous kill on mage (First Kill 1pm WoW time CET, 2nd kill 1:40pm WoW time CET) and the trinket dropped which I was farming to be able to kill
as he requires frost dmg to take hold before you have to crack him whiles he's frozen with fast melee attacks (not the emotes he does). This wasn't my idea but a post on killing him from another member I cannot remember the name of but ty to him/her : ]
