First of all, this little "research" i've made on a private server that i'm alone at. ( Obviously since it's not public one but to the point now ).

This very strange npc can be found at least from Fargodeep Mine.
It has no model, thus it cannot really be targeted but the way i found this particular npc is by pressing 'Tab' thus being able to target it. It hits about 2.4k ( or so but i was playing with a like 5 lvled mage as a GM of the server so i didn't die from the hits ) and it doesn't attack you unless you attack it first but it still has its name red.

I have no idea why Blizzard has created such NPC but this is only what i found out and only what i know of this NPC. Everything else is unknown to me about this NPC. Still, i might do little further research on this NPC to see why was it created and whats its purpose in the first place.
Do add anything you might know.

Edit. And second of all, you are allowed to call me lame for playing on private servers. I do play on the offical ones as well as private servers.
