This npc starts the current wotlk Children's Week quest when 3.2 hit. She is located outside the Eventide, close to the southern bank in dalaran.
You can only do one or the other during Children's Week.
I found Matron Aria in Dalaran at 49.4, 63.2
Can you only do one or the other depending on who you are affiliated with? I found that at 0 neutral with Frenzyheart, and no rep at all with Oracles, I could pick either quest (accidentally picked up the Oracle one when I wanted the puppyman).
The new pets are mailed to you!
Now there is not Children's Week in the Calendar, still everybody completed this Dalaran orphan quests. However, these activities do not count towards the Children's Week world event (I tested with eating a Red Velvet Cupcake in front of the orphan and my previously not completed achievment stayed that way :P).

It also has pictures of Kekek and Roo at the top.
She is no longer there as of 3.2.2, which means people can no longer get the Dalaran Children's Week pets. For some reason Blizzard didnt mention the removal of the NPC in any patch notes.
Not working at the moment. No quest available. Shattrath and SW were working fine, in Dala no quest, so no Oracle pet for me now..... crap
For children's week 2010, there is a bug on the US servers that is not allowing people to pick up the quest if they did it last year. According to a blue post on the WoW forums, this is a bug and they will be fixing it, so we'll be able to pick it up soon (hopefully!).
Even stranger, I found someone at her location who, when you speak to her, tells you explicitly that you can adopt a wolvar or oracle orphan for a bit, but no indication where you have to go to find them. Has anyone located them? Is it possible that you have to talk to the factions in Shalozar basin to pick up the orphans?

We are aware of the issue that is currently affecting the Children’s Week quest line in Dalaran which does not allow players who have completed the quest line last year to take part in it again this year. We do not currently have a fix planned to address this issue at this point in time.
First time I've ever seen a software company say "Yes it's broken. No, we won't fix it." for a supported pay-for service. Apparently, you can do that. If I tried though, I'd lose my job.
I just got the quest from Orphan Matron Aria but like posted above I did not get a quest, Just a gray question mark. However, Once I spoke to her again the gray question mark turned yellow and I was able to proceed with the quest line. Seems to be fixed. At least on Farstriders.
She disappears when event ends. This is a bit of a problem and causes confusion. Orphan whistle has duration of 7 days and can last past the event.
Blizz should either make her a permanent NPC so that you can deliver quests or disable whistles and despawn our orphans at the event's end.
Meanwhile people should know that you will not be able to deliver your orphan back to her. If you aim to get the pet, don't bother doing orphan's quests after even't end.
It appears that she now correctly give out both questlines again, regardless of what you had done before.
I finished the Oracle questline in 2009 and, to my dismay, I found that I was unable to obtain my Wolvar pup in the following year of 2010.
However, it seems that this problem was fixed by Blizzard and as of the Children's Week of 2011, you can now pick up the other questline. In fact, I was able to pick up both the Oracle and the Wolvar questlines, although I'm not sure if that's because they reset both or because I switched allegiance from Oracle to Wolvar during the past 2 years.
Either way, it's well worth to take the trip to Dalaran for all you pet collectors out there.
Had both pets, decided to take quest this year (Oracle one, but no matter) just for fun, and got
as a reward at the end. So, her quests still worth doing even if you did both earlier.
Last year I got the Oracle companion quest, this year I took the Wolvar companion quest. Did all the quests and finished the last Wolvar quest "Back to the orphanage" Got a few gold and that's it. No Wolvar pet! What gives?
Edit: Impatient me spoke too soon. It gets sent in the mail after a few minutes.
She is at 48,63 in Dalaran, or go to the words "The Eventide" on your map.
Also can confirm that she offers quest chain for both Wolvar and Oracle pets, however you can only complete one per year, so choose carefully!
Once you have completed the chain the pet is mailed to you about a minute later, so don't fret.
Anyone know if there is a certain time these become available to start? I'm on my 90 in Dalaran, went to the words "The Eventide" as suggested in a comment from a couple of years ago, and there is no one here. The ONLY available quests on my map are the dailies for Fishing and JC...
Nevermind. I'm clearly a dipstick. I didn't read on the calendar that the event doesn't start until 1:00pm realm time. I guess I was all set to be an early bird.

Children's Week 2017 - She is located in the "old" Dalaran in Crystalsong Forest, Northrend.
You can't just go to Dalaran in Warlords/Legion you have to go to Northrend and then fly to it there. She is not there in Argus.
As of 2019, she's still outside the Eventide bank in old dalaran.

It took me a long time to figure this out with all the conflicting information so to make it easier for others here is where to find her.
As of Children's Week 2019 Orphan Matron Aria is outside the Eventide, close to the southern bank in Old Dalaran.
She is standing by the fountain.
To get to Old Dalaran you need to use the Eternal Blossoms portal in the new portal room in the Mage Tower in Stormind for Aliance.
For Horde it would be in the new portal room in Orgrimmer.
If you're looking for her in 2020, she can be found in Old Dalaran (Northrend). In Stormwind, take the portal to Crystalsong Forest, and she'll be at 48 63.
You can only get one oracle and wolvar pup per account. If you do this quest chain on an alt and you already have the two pets, you will only have the choice of the pet bag or gold bag.
