You're give a quest by a busy cook on the Alliance or Hordeside. Shockingly enough, if you have any refinement, the cook tells you to take half-drunk wine classes, mix them, and then serve to some individual. Going about the city and collecting the dregs of wine, you also see on your list... Limburger cheese. No... not just Limburger...
Limburger. Knowing Limburger is a pungent cheese, you mix together the wine, sloshing it in the glass. Whether you have your nose pinched or are tempted to eat the cheese... well... depends.
In any case, you put it on a platter and head into the bustling trade district, trying not to get knocked around. Finally, you reach the leatherworking...
LEATHERWORKING? Wine and cheese? If it was some fancy shop or even a tailor... whatever! Taking it into the shop you smell the heavy scent of animal hide and preservatives. You pass a leatherbound dwarf walking in, but he doesn't stop you. Ah, just across the shop is a human male and female, both somewhat rugged. No, they nod... ah voice to your right!
As you turn to finally turn in this smelly concoction you come face to face with... a dwarf. But not just any dwarf. As you walk over you note his beard is short, trimmed, and cleaned to a smooth softness. He wears a pristine white shirt, with a gorgeous violet, silk vest with gold buttons. He informs you, not that he's hungry enough to eat a boar, but that he is... peckish.
He takes the wine, swishes it, and takes a sip. As he hands you your rewards with a nod of thanks, he announces the quality of the vintage you've given.
It all comes together, hitting you like an arcane blast.

Wowhead makes it look like he's in the underbelly (sewers), but he is not. He's just in the leatherworking shop (right next to the engineering shop).
