I don't understand how this guy can start or end any quests, seeing as he's hostile to horde.... i just killed him.. not even neutral.. *Sigh* i want that pocketwatch, dang it!

Edit: through some time and effort i figured it out myself.

You have to complete the chain that starts with The Dead Rise! Then all the npc's on the Scalawag Point turn friendly and you can talk to em.

Zeh'gehn seems to be speaking a mix of 'pirate', 'troll' and Trinidadian English (or Trini). I used to live on that Caribbean island, so alot of his slang was pretty familiar for me. Still, it is one of the hardest English dialects for an outsider to understand. Also very tough to authentically mimic. :)
