I got the Reshii wraps and it said "Speak to Hashim". Had no idea where to go. Hashim who?

Hashim is located on the bigger island between Eco-Dome Primus and Shadow Point. There's a flightpoint on the island.

You know blizzard is doing a terrible job when you have to look up who and where npcs are because they just say "speak to insert npc here" without any indication where they are.

To get your clock on alts, you must choose the option that means

"you need another cloak"

even though you and I know you've never gotten one, and certainly never lost it.

What if my cloak says Speak with Hashim and I go to Overlook Zo'Shuul but there is no Hashim anywhere?

Anyone know the difference between the fibers Hashim sells (eg Precise Fiber) and the ones you can craft for yourself being a tailer (eg 'Pure' Precise Fiber) both of which are soulbound? One is of blue quality and the other is purple, but their explanations on each are the exact same. Would be nice to know the difference, if any, there is between them.

Just reached lvl 80 via the Recap feature. I donned the Reshii Wraps that say to speak with Hashim to activate the ability to harness ethereal energy. I've gone to see Hashim on the small islet in Zo'Shull in K'aresh, but when I talk to Hashim he just says "Get going, fleshling. We have nothing to discuss." Does anyone know how to proceed?

Hashim is at the top of the ascending path on the island.
Starts between the obelisk and broken building.
I didn't activate my rishi cloak and forgot about it. Picking it back up wasn't easy.
Thought I could save you time.
