i sat on a branch near the stairs and a huge tree waited for one of the other 3 headed flower thing to walk under the tree past the little stairs and up the hydra popped, hope this helps, ive uploaded a screenshot of where he pops up and the stairs

Not sure on exact respawn time. I waited approximately 22 minutes before it spawned for me.

Started camping him for the Achievment. I didnt saw his corpse but i waited 32 min until spawn. So i would estimate a spawntime between 20-40 min . GL

PSA Hunters, this mob says it is not tamable so don't worry about waiting for the spawn just yet grab the other nearby
