For anyone who is wondering an easy why to access this.
Use LFR to join a Raid and you can go there after you finished the wing/section.
Like Mr. jonesss pointed out he is on the first floor (global)/ second floor (USA).
I am not sure when they changed that you do not get kicked out of the instance/lfr if you are left alone in a group.
This way you can take your time and check out the transmogs/rewards on your own tempo.

No, no one is born with knowledge, so the notion everyone knows this is just blatantly false.
Just because you want to feel special does not mean you have to exclude people or gatekeep information.
Go bother someone else!

He is in the raid, Hotel on 2nd floor. One way to get in solo, is talk to Paks Topskimmer the hotel innkeeper and que for storymode. Once inside use your Gallagio Loyalty Reward Card to teleport to beginning (if you have it)

He is inside the liberation of Undermine raid. I was able to enter the raid without being in a group. Also not in story mode, just enter and you are in the raid version of the hotel, go upstairs and purchase the item, easy.
