yes i am 95% sure you HAVE to have a flying mount too get to her i am currently trying too get my nether ray and i think that just by looking at how high you have to fly you must have a flying mount too get to her

If you want some fast rep with Sha'tari skyguards go hand in Shadow dust to this guy and farm Time-Lost Mobs
and you might get some Time lost scrolls Use them at the Skull piles. At the last of 4 of scales spines etc. Go kill Terrok Good Rep and good money at his drops
