When he uses his 溅跃！ ability, he also performs an emote visible in the chat log:

King Splash used Splash! But nothing happened.

This is a reference to similarly named move in Pokémon.

While this mob only has the rare tag once, it appears that the hidden daily skin quest is still active. I just killed it while not marked rare and the skin loot appeared the same as while skinning a rare still marked as such.
