Am I the only one that is still confused on this trade in? I can't tell if they are trading in unused for ones I need or only trade in for downgraded crests. I wish the terminology was worded better.

Base (1 - 4) = Valorstones, (5 - 8) = Weathered
Veteran (1-4) = Weathered, (5 - 8) = Carved
Champion (1 - 4) = Carved, (5 - 8) = Runed
Hero (1 - 3) = Runed, (4 - 6) = Gilded

How do we unlock the 90 -> 15 trade ins? I have it on one toon but not another.

Vaskarn is a Swedish word, and a fitting one as well.

I don't know of an English word (if there's one, please share!), so I have to describe the act of "vaska". "Vaskarn" (or "vaskaren" to be precise) is someone who is doing it. To "vaska" is to get rid of something you don't need, but others might. Most commonly used for beverages/drinks you don't really enjoy, but it can be anything really. Some use it as a way to express that they are rich, e.g. order a drink at the bar to just immediately pour it out. The word comes from "vask" (English: sink), where you typically pour it out.

So in WoW, you go to Vaskarn to get rid of something you don't need but others might. At least here you get something in return!

I have 678 in all slots, and didn't get an achievement or unlock crest exchanges. I'm pretty sure that 678 is the threshold, because after that it is carved to upgrade. Is she broken?

For characters who can't get crest-upgrade trade-up items from this guy, this is because the Reshii Cloak and D.I.S.C. Belt are not counting their itemlevel anymore.
To get alternate items for those slots, for example, you can buy Champion-level belt / cloak from the Midnight pre-patch event vendors for 121 ilvl in Twilight Highlands or craft belt / cloak with 附魔符文虚灵纹章 for 144 ilvl.

The new pre-patch crest-upgrade items require
118 ilvl for trading 45 Weathered crest to 15 Carved crest - 装满蚀刻虚灵纹章的凯旋背包
131 ilvl for trading 45 Carved crest to 15 Runed crest - 装满符文虚灵纹章的庆祝礼包
144 ilvl for trading 45 Runed crest to 15 Gilded crest - 一簇辉煌的鎏金虚灵纹章
