Easy to kill, just watch the knockback or fear does not get ya in a tree, 1 mob is better than 2.. but drops nothing.

67 Mage and 70 Paly killed him. Kind of hectic because I almost died numerous times. He didn't drop any loot so don't waste your time if you are trying to get loot

This fella apperently got changed to a normal "raidboss" dragon model ala Onyxia and friends.

He/she was in Blade's Edge a little off the cave with the cultists just standing there doing nothing.

New with 2.3 maybe? It wasn't evading and when I feigned it ran back to the same spot I described above.

I found him on the ground at coords 33.0, 27.2, however I have no idea how often he does land but I submitted screenshots of what I saw. I was able to land relatively near him and fly above him with no problems. However he is a lvl 70 Elite and common sense tells you a dragon who uses fire attacks will be immune to those same attacks. I havn't personally tried it as I am a Paladin, but I expect Ice to be quite useful against Blackscale.

Found him at 34.31 but he was not able to attack. Perma evade.

useless creature only if you want gold or xp and easy to kill one player can kill he cast a fear spell becarefull !
