Some of these models, such as the blonde haired female, are homage to the models of the citizens in Warcraft III.

actually some times these guys talk about the taxes and why they r high so they say that king terenas is "out of his mind" for highing up the taxes and they say that arthas (terenas's son and currently the lich king) would make a find king some day

Their levels vary. I saw 16 lvl one as well as 49 one.
There is a dialogue between the citizens (like @saud mentioned):

Hillsbrad Citizen says: These damned taxes are breaking my back. King Terenas must be losing his grip if he thinks all this reconstruction will boost the economy.
Hillsbrad Citizen says: He hasn't been the same since the War. It's like he aged and became an old man overnight. That son of his, though – he'll make a fine king one day.
Hillsbrad Citizen says: Prince Arthas? Please. Spends all his time chasing after Proudmoore's daughter, from what I hear. Boy's got more on his mind than affairs of state, I tell ya.
Hillsbrad Citizen says: I'm not so sure. I've heard that he's being trained as a paladin. Terenas hopes the Silver Hand can teach him some discipline. If anyone can set Arthas straight, it'd be old Uther.
Hillsbrad Citizen says: Aye, that's true. Uther – now there's a real hero for the people.
