Borrow a 梅里的节拍检测器+++ from 梅里·泰利通 upstairs of the Eon's Fringe Inn (must have done her questline first), then use it near 调酒师鲍勃. Buy an 无尽之茗 (30sec Duration, be quick) from 调酒师布罗勃, go to and drink your 无尽之茗, there should now be an interact-able clock, click on it, it will spawn a rare 时光调查鳄 with 3.5m HP.

only dropped a grey trash item for me, but 调查鳄的怀表 exists in the files, possible rare drop, possibly not implemented yet.
(10.1.7 PTR now lists 时光调查鳄 as the source for 调查鳄的怀表, but still unknown if its just a normal drop, or if something else is required to obtain it)

As of 7/31,调查鳄的怀表 is now dropping correctly. Still might not be 100% chance however.

On my second time killing this rare mob I did get the 调查鳄的怀表 to drop today!

Was unable to see / activate the watch until I went to the actual location: Coordinates 54.6, 85.8 which is at the bottom of a waterfall.
Took a screenshot showing the location, but I've never submitted a SS before so hoping you can see it.

To start the questline from 梅里·泰利通, the first quest is节奏，节拍 and can be found at /way #2025 52.4 81.8 Melly Teletone.

On my second kill he dropped me manuscript Highland Drake: Stag Horns, which is not even listed in his loot table.

For people like me who always went to the waterfall to check if the clock or rather.. if the rare was up... I did not realise I had to USE 无尽之茗 at the waterfall location to spawn the rare. Big F trying to look for a this rare for weeks.. lmao

This is the quest chain you need to do before 梅里·泰利通 is to be found at the Everywhere Inn to start the events that lead to spawning 时光调查鳄 and looting 调查鳄的怀表:

So, if you're having problems with your timing:
Get 梅里的节拍检测器+++ from 梅里·泰利通 at the top of the stairs on the 2nd floor and hot key it.
Go back to first floor near 调酒师鲍勃, press the keyed button. Buy 无尽之茗 from 调酒师布罗勃. Hot key that.
Note: The Aberration Bartender Blob lasts significantly longer than 30 seconds. If you need to, wait until the first 无尽之茗 despawns and buy another one.
Go outside, mount up. NOTE: leaving the inn causes 梅里的节拍检测器+++ to disappear. If you are unsuccessful in locating the clock in time, you'll have to get another one.
Fly towards the waterfalls.
When you get to the waterfalls, press the 无尽之茗 you keyed before it despawns.
You now have the buff 无尽之茗的滋味 which gives you 30 seconds to find the clock (spawns at 54.6 85.8) at the base of the waterfall and kill 时光调查鳄.
Boom, got your 调查鳄的怀表. :)
