Andormu is a dragon of the bronze dragonflight. He can be found in both elven adult and child forms at the same time in the Caverns of Time in Tanaris.

Here's the dialogue between Andormu and his sister Nozari (www.wowhead.com/?npc=19933).

Nozari: Fascinating. What is it, Andormu?
Andormu: Something very, very disturbing. We're starting to see more of them across the timeways.
Nozari: Hrm, are they tampering with timeways?
Andormu: Nozari, I'm not talking about a greedy wizard looking to improve his station in life by making a small adjustment to the past.
Andormu: These beings aren't giving themselves the winning numbers for the Stormwind lottery, dear.
Nozari: I hate it when you speak to me in that manner. I am your equal in every way, brother. Remember that the next time you are trapped amidst a temporal vortex, crying for help.
Andormu: My apologies, Nozari. I have been a bit 'on edge' as of late. These creatures are attempting to alter the timeways.
Andormu: You do recall the last time that this occurred, yes? Let us hope that the master need not be involved.
Nozari: Shall we?
Andormu: Absolutely not. We must not place ourselves at risk. With the master away, we are all that is in place to keep the stream intact. Others are due to arrive any moment now. Heroes and adventurers from Azeroth...
Nozari nods.

The shells and arrows this NPC sells are ilevel 134. I think this reveals what kind of items we can expect from Mount Hyjal.

For comparison, Tier 4 is ilevel 105 and Tier 5 is ilevel 120. When the level cap was 60, the highest ilevel was 92, so the scaling is alot different with The Burning Crusade.

for some reason the screenshots for his adult and child forms appear to be switched based off of the view in 3d button

it's funny the younger version is lvl 70 elite and the older is lvl 66 elite.......strange kid/guy really really stange kid/guy makes no sense....

Level 66 is the child form, the 70 is his adult form. Only the adult form is a vendor currently.

The screen shots here seem to be placed backwards, thought it's possible at some point he was changed around prior to 3.3.5

Since today (patch 4.0.1) he no longer sells anything, and trading him will make you encounter an empty shop.
