We did him with three a few moments ago as a hunter and two paladins, all 68 and decked out in T3. It was flipping close mind you, as we weren't expecting mind controls at all, and very nearly got swamped by the adds.

He does Cripple so he's very hard to kite unless you can remove it - I could with shapeshifting.
He often stops up to cast summon infernal and Cripple, the infernals are easy and can be controled, but can still daze you.
The Cripple slows movement and casting speed by 50%.
I suggest using the ledge next to him you can jump down and run up the stairs - I soloed him as a level 70 balance druid doing this.
Only shift to break Cripple but try and gain range instead - you can let it run out and then just jump down a ledge.
I didn't have any pots, but I recommend bringing a mana pot.
He has 55k-60k hp.
Infernals have 5,5k hp.

Successfully solo kited to the camp and killed as a 70 Holy Paladin. Just cycle through exorcism, holy shock (if you have it), and judging seal of righteousness.
Couldn't drop aggro at the camp, so I just ran circles around it getting in a flash of light when I could.

Just solo'd as 67 frostmage, started with frostbolt, and icelanced from that point. When infernals grew too much, I used water elemental's freeze and continued icelance kiting. Used a super mana potion, evocation and mana gem.
Kited to camp ofcourse. Easy quest :)

Kiting to "the camp" got me an evade bug and none of those guards attacked him. However, the random elites fighting in south bone wastes will help or more importantly they will root/kill the infernos. I used travelform to break some of the cripples otherwise just nuked him and walked away.
He evaded a couple of times but b/c the elites were in combat they kept him from regening to full.

Just solo/kited him as a 70 shadow priest. I'm not very well-geared ... only BC-quested stuff, and Imbued Netherweave. I stayed out of shadow in order to spot heal myself. I pulled him SW out of the Auchindoun circular ring, and then along the "back" line of Sha'tari elites. They didn't attack him, but as previous posters indicated, they did help with the Infernals.
To keep my aggro on him, and prevent him from evading, I kept SW:P and Vampiric Embrace on him, and when he'd stop to cast either Cripple, or Summon Infernal, I'd turn and Mind Blast him. I repeatedly DeMagic'd the Cripple off of myself, and Shielded myself, but overall, didn't take much damage until I reached the camp.
At the camp, I ran very deep in - past the bonfire. The elites did indeed attack him, and even helped beat on the Infernals. I'd done enough damage to him by the time I reached the actual camp that i had no problem with the 'doing the most damage' vs NPCs and I was able to loot him just fine.
He's still a pain to solo at 70, but I only died once ... and it was fun to try!

Soloed him as lvl68 affliction warlock. Just run around with felhound, dotting him and using Devour Magic to remove cripple from you. Put Siphon Life on infernals to regen health.

2 Warlocks, hunters or frost mages could easily do it

Soloed him as level 67 hunter. He does a 15 second cripple, but he also runs very slow so i was able to stay ahead of him while my pet dps'ed. Made it to the Sha'tari Basecamp where the elite guards finished the job.
Hunters, warlocks and mages should be able to solo this :)

Soloed as 67 Shaman. I tried to use my earth elemental but it didn't work. So I did the kite. I think I cut it pretty close in damage but I just earthbinded the infernos and happened to pick up some guards along the way and they actually soaked up a few cripples and mc's. Fun time.

They didn't fix the kiting bug. Just did this with a 68 pally (me) and a 70 shaman. kited him back to the camp with the dwarves, the guards took it from there.

Soloed as a enhancement shaman using a shield and a 93dps 1hand axe ... i used stormstrike and i healed my self with healing wave and killed him in like less than 10 minutes (i did not used sha'tar guards to help me)

67 fury warrior + 70 holy priest = very very long epic battle :D
MC range is not high, the paladin stayed at 30+ yards and none of us were MCed then. I just dpsed him to death, using cleave/ww a lot to keep adds on me, occasionally popping def stance to build some aggro on them.

Down tonight by 70 Frost Mage and 70 MM Hunter(me).
Water Elemental, misdirection and mend on pet to tank, and burn, baby, burn. After the pet died, Levixus came after me. Feign death and he and his 2 Infernals went after the mage. Burn, baby, burn. After the mage died, I had enough time to burn him down. Popped a health pot while the Infernals pounded away. Feign death cool down complete, game over.
Not the prettiest fight, but proves is duo-able.

Soloed as a 70 retribution Paladin with 2/2 Pursuit of Justice (8% speed increase). I put on all of my +spell damage gear (+349) and then complimented that with stam gear in slots where I didn't have anything to increase my spell damage. Hit him with an exorcism, and then a JoComm and took off running. Cleansed off any cripples, and was sure to keep hitting him with exorcism every time it was up. Kited him all the way to the camp, and let the vindicators take aggro. From there I just kept hitting exorcism, ran away from infernals, Blessing of Freedom out of the nets that the MCd vindicators put on me. Took me two tries to get it right.

Although he does hit rather hard it is easily done with 2 DPS classes, Myself(Frost Mage) and a Sword rogue did it with ease.
Just make sure you rotate aggro, so one person dosent get smashed

70 affliction lock. Took a few tries but I managed to kite him to the vindicators camp. I took the large south exit out of Auch since there's less to aggro there. The elite vindicators fighting in the field are helpful as they'll net the infernals that are chasing you. I had to health stone and use a potion after the infernals caught up, but I made it. I also used amplify curse+curse of doom when I started kiting him to help ensure that I'd get enough damage to loot him. Not the easiest kite, but possible.

ridiculously easy to solo as 70 aff lock, i just kited him in a circle where he spawns, he runs slow as hell even at full hp.. i got hit with cripple once going around a turn, devoured it.. banished infernals when they spawned..

70 frost mage - kited him and then killed with help from the guards at the clift in the south, make sure they aren't fighting any of the auchenai mobs, because then you won't resive any help... fairly easy, took roughly 1 min :)

I soloed him as a 67 Marks hunter.i kitted him outside in the valley and when he sent his infernals i used my pet to tankt hem or the shat'ari guards.i helped the guards to finisht their targets so they run onto him..i used a mana pot and i lost my pet but i finally did it.

Duoed with a 68 feral druid and 68 holy paladin. The druid tanked Levixus and swiped at the adds, I stayed further than 30 yards away (to avoid MC), occasionally running in for a Holy Shock / Exorcism. Easy as pie. :)

Soloed as a 70 Frost Mage. All you need to do is kite him to the the guards in the southwest. I tagged him with a Frostbolt, then ran down the stairs, hit him with an Ice Lance, and Blinked. He moved pretty slow with the Frostbolt debuff and was unable to catch up to me. I periodically shot Ice Lance at him to keep him tagged, and dragged him over to the guards. I helped them kill their mobs, and they ran to tank him while I spanked him. Very easy, took about a minute.
I imagine any class could solo him in this manner. Just bring him to the guards.

Maybe something changed? I tied to kite him and when he got 30-40 yards away from his initial spot, he reset and turned back, leaving combat. I had to find 2 mates to help me out to nuke him at where he stands.

Frist i cleard the way to the Guards outside fighting the Spawning Mobs.
Then i Pulled Levixus with my Pet put a COD on him and an siphon life dot an ran to the nearest Guard once it had aggro i made some dmg ... well soon i figured out the Guard wont survive it so i ran to the next Guard with aggrod as its Mob was down an ran to Levixus well then i put Cod up again an some dots an ran to the camp, as i reached it the 2nd Guard was down, but that wasn't a Problem 5 Guards ran at Levixus and the Infernas as i reached the camp and togeter we dps him down ^^

Soloed this dude as a 70 balance druid. First time my DOTs ran out and he reset. Got him on the second try, but wasn't easy.
I knew from reading in here that kiting was my best option so first I cleared a path straight out to the 70 elites just south of him. Sent in my Treants and dropped DOTs on him, casted a few Wraths, as soon as the Treants were toast he was after me! Travel form to escape and I rooted his infernal adds when I could but mostly I was running around kiting him and trying to avoid adds. The 70 elites didn't help much. I seemed to have had every single add after me at one point, there was a train of around 10 mobs on me- infernals, skeletons, ghosts. Somehow I pulled it off, kept the HOT's on myself, kept the DOTs on Levixus, and was just fast enough to stay away and let them do their damage as he chased me. Used treants twice and I think they helped with the adds. Was at very low health and barely any mana when Levixus went down.
Fought in PVP gear- 10600 health and around 900 spell damage. I think the speed bonus helped too.

I just soloed this as an affliction lock. He's actually pretty easy because he's so slow. Used my felhunter to remove cripple from myself. What I did was start out with immolate, UA and then I just ran south, out of the Ring og Observance. While running I started dotting, first with an amplified CoD. After this it was pretty simple, when he crippled me, I removed it with felhunter and when he startet to cast Infernal, I stopped to cast Searing Pain (to make sure he would keep following me) and when he was done casting I banished the infernal. My route from Ring of Observance was straight to the Sha'tar base in the southwestern part of Terrokar.

Soloed as a 69 BM hunter. Had an agi/spr food buff, and a major agility elixir. Very difficult..
Had my pet on him the whole time, claw only, no dash, bite, or growl. Stay far enough away from him and try to keep aggro off your pet.
He will most often try to Dominate Mind your pet instead of you because you should be out of range. From there I kited him around Auchindoun a ways, then would jump off and hit him from the ground.. as he runs around. Repeat a couple times, and blammo!
I dealt with the infernals myself and let my pet stay on Levixus. Just conc shot and or freezing trap them to keep them away from you. If they get near you, wing clip and stay away.
I ended up needing to take a mana pot, and ended with no mana, and about 2000 health.

Some helpful techniques:
- He mind controls, however, the range seems to be limited. Our healer stood at maximum range for heals and he did not mind control her during the fight.
- He summons adds (infernals) which can either be banished if you have a lock, or just burned down. We used a pally tank and consecration to keep their aggro.
- DPS him quickly to avoid issues (two pallies did not mean big DPS and resulted in burning 2 Lay of Hands and mana potions)

i easily solod him as a 0/31/30 rogue with t4/t5 gear.
attacked him and popped evasion and AR+BF + all trinkets. when it ran out. i popped preparation and popped evasion again.
i think he hit me 3 times for around 1400. i just nuked em down. only 1 add spawned but could be ignored.

Solo'd as a 68 Healadin. Be sure to keep yourself topped off and stop running when he starts casting otherwise he will un-"leash" (run back).
I had two attempts.
First attempt, I continued running while he casted and got too far away from him and he un-leashed.
Second attempt, I healed/stopped as he casted and Cleansed his Cripple as it was applied. Also, he is immune to stuns but not his Infernals. Use Hammer of Justice on them to keep them off you while healing. I used Exorcism and Holy Shock on split intervals; meaning I would exocise him, wait 7sec (half the CD) and then Holy Shock, wait 7sec (half the CD) and Exocism, rinse and repeat. This meant I was consistently hitting him every 7 seconds to make sure he would not un-leash.

It's very easy to kite him. And don't be afraid to lose rep, just outrange his Mind Control. According to wowhead its range is 20 yards. Though it wont hurt to be ~30 yards away when he casts it. Soloed him very easily.
However, I'm not sure if you lose rep if he just kills a guard (or kills him after MC). To prevent that, I just did enough damage to keep him focused on me. Guards took care of the infernals and it was easy as pie.

Just soloed as a 70 fire mage (50/11 fire-frost) w/ 4/5 gladiator armor and 500 spell damage on my first attempt. only buffs i used were AI, Molten Armor, and Dampen Magic. 3/3 imp fireblast, 2/2 flame throwing, and the gladiator's gloves for mages make kiting this guy a joke. 31 yard fireblast is more than enough to stay out of his cripple range most of the time. Use a rank 1 nova to keep the infernals off you and just blink should you ever get caught with a cripple. he moves plenty slow to stay out of his melee range.
Only problem i had were the mind controlled vindicators (cracked me for 1400 normal) didn't have to use any potions, but you will want a mana emerald out (only had 8k mana buffed, but 8k health is a must if you're tryin this with fire)
Did the same as everyone else via the kiting route. Pulled with a max range Pyro, hit him with a scorch, then started runnin. he caught me with a cripple in the southern doorway but IB'ed out of it, canceled the block and kept runnin. strafe kite him so you can use fireblast every cooldown (6.5 sec with talents), cycle in a few scorches if you get the opportunity, and run toward the camp. He was dead before i even made it there.
Killed with 3400 health and 1100 mana remaining after popping a charge from my gem. by the time i got him to the first vindicator he was already sitting at about 76% so I had no problems keeping a lead up on damage dealt to him

Exactly who is this guy affiliated with? The Shadow Council? Or perhaps the Burning Legion directly? Or is he simply working on his own?
EDIT: No matter, I found the answer in the quest text for "The Master's Grand Design? ". It references the Legion, Levixus' "dark master". I'm assuming this is Kil'jaeden (or perhaps Sargeras). So the answer is: he is trying to raise an army of the dead for the Burning Legion. Heh. That didn't turn out too well the last time, either...

Soloed as a 70 balance druid in t4/badge/rep resto gear
started out with my trees since they held him in place and did some damage while i casted SF.
When he focused on me I spamed wrath and kited him, if he hit me with cripple I just shapeshifted out of it.
Once he started dropping the infernos I just pretty much ignored them, they don't hit that hard...
I had to innervate when he was about 50% and used travel form alot to kite him and get some heals off, but all in all this isn't a terribly hard fight for us droods.

I soloed this guy last night as a lvl 70 hunter (mark). I tried to just kite and kill where he stood but lost quickly. I finally just put my pet on passive and tried kiting him to the little camp to the southwest side of the area. I dropped a frost trap and hit him with a concussive shot. Ran until trap cooldown and dropped another. About every 10 seconds I would turn around and hit him with another concussive shot. He tried to hit me with spells a few times but with aspect of cheetah on, i stayed well ahead of him. Used about 3 traps and about 10 concussive shots. When I got to the camp, he had dropped an elemental but guards took out everything. I then just wacked away and got the book with no damage taken. It helped at lvl 70 because I did not aggro any other mobs on the route.

For the Warriors out there -
This guy is solo-able, at 70, it is a bit ridiculous, but it is possible.
I did it on my warrior, 12.7K health , just hit 70 a few days ago and came here to see how tough this guy was.
Things you'll need:
Bandages, Major Health Pots (I even had a healthstone left over from AV), insignia(save for the MC if possible), and CD's.
I charged him, went Defensive and blood raged, swiped a few times then ran like hell because he took a good chunk out of my health. Make sure you have enough rage to spell reflect his cripples or you might end up having to use your insignia to dispell it, if he catches up. I got just a little ways out of where he spawns, before he started calling down infernos, this is a good time to bandage.
I drug him through the Vindicators fighting the Doom-sayers, had to pop shield wall and healthstone+pot to stay alive until the infernos died and I lost aggro off him. Bandaged, waited a few moments and then swapped stances and weapons and started nuking him as hard as I could. If you get aggro jump back into Defensive and Shield block, don't try to build aggro. If you can't lose aggro, kite him further and bandage whenever you can.

EZmode for a warlock. Soloed him at lvl 70. there is a column near him, you have to summon voidwalker and dot Levixus up, and just hug the column and run run run dot dot run run he will be unable to kill you because he will try mind controlling the VW, in that time you can banish infernals or drain him or even shadowbolt him, its up to you. Good luck warlocks!

Got him as a 66 retribution paladin with. Exorcism, judge, fear the infernals, dispel cripple. The only hard part is getting through all the mobs along the way, but Repentance is good for those.
Infernals are immune to repentance.

Soloed as a level 70 Prot Warrior. He doesn't hit immensely hard with melee and you can simply interrupt most of his spells with some efficient CD management. I didn't bother dealing with the 2 Infernals he summoned. He was downed and I had about 30% HP remaining.

Easy solo as a 69 unholy DK. Straight up fight, don't need to kite him to no wussy guards =P. Just keep diseases up and spam Death Strike. He doesn't hit very hard, cripple doesn't nerf you too much, and his infernals don't hit hard either, but make sure to spread frost fever to them to help slow down their attacks a bit. The funniest part is he will constantly try to mind control your pet, but it's immune.
P.S. To bloodedge and vaari90 above, yer both full of crap. He is IMMUNE to spell interruption and stuns. So go ahead and kick, kidney shot, shield bash all you want, it doesn't do anything.

Hard to solo, does not hit so hard but has other tricks... Summons infernals which my felguard had trouble to control, and as if it was not enough, he mindcontrolled me and killed the felguard...
Runs slowly, and probably could be kited, but I don't know hw since he will continue spawning infernals which will daze you and kill you.

there are some things that I won't be able to solo.
from the moment I created my Dk, to the moment I took this quest, there was no quest I could not solo, many of the so called "group quests" I was able to do them alone, from hellfire, to zangarmarsh to terrokar to nagrand, and then I stumble across this guy.
I tried to solo him 5 times before I gave up and simply asked arround till i got a couple of rogues to help me out.
as a blood specced DK, I just aplied plagestrike icy touch, and then spamed deathstrike and runestrike when they were avaliable, at the first chance I got I used mark of blood, and also rune-taped all the times itwas off cooldown, used a pot, and I even summoned my ghoul to sacrifice it for extra HP.
but when he was at 20% or near, I died, even when I got 11k armor he hits for 800, and his infernals hit for 300, since he's imune to stuns and interrupts I could not use mind freeze on him.
Maybe if it wans't for the adds, I may have soloed him, maybe.

I tried soloing him as a 71 ret paladin and I got him down to 4%. I knew I could win if I just popped Lay on Hands because I was almost dead. I didn't press the hotkey in time.
I lost the next time and then got a 66 shadow priest to help, but it went even worse when he mind controlled the priest and kept mana burning me lol.
We ended up just getting an 80 ret paladin friend to "help". She soloed the guy without breaking a sweat.
I almost had him, but one slow keypress did me in.

The secret to soloing tough dudes as blood is all about a proper Death Strike rotation. It is critical that you don't waste a Death Strike without diseases on your target, and you also want to spend as little time reapplying diseases as possible. With one point in Epidemic in the Unholy Tree, this rotation works well: (It works without Epidemic also, but you won't get bonus damage on the last 2 HS's, and there's a chance the last DS could get gimped).
IT -> PS -> DS -> HS -> HS -> (RP dump) -> DS -> DS -> HS -> HS -> (RP dump) ...repeat
That gets you 3 Death Strikes every 20 seconds. With the Improved Death Strike talents that's 45% of your max HP, every 20 seconds. Or an equivalent 135% every minute.
Rune Tap is 20% every 30 sec, and costs a Blood Rune, which lowers your dps and can screw up your rotation if you aren't careful (ie use it too early and consume a death rune). Compared to DS's 135% per minute this only gives 40%.
Mark of Blood has the same Blood Rune problem as Rune Tap, and the healing is pitiful. It can only heal you as fast as the enemy attacks, and unfortunately Levixus has a SLOW swing timer. With Frost Fever on he was averaging about 4.7 seconds per swing. Part of that is due to that fact that he stops swinging to cast so often. Anyway that would work out to 16-20% of your hp healed over 20 seconds. And chances are the fight won't last 3 minutes for you to use it again. So over the entire fight, Mark of Blood would heal you for about as much as a single Death Strike.
Vampiric Blood sounds like it would help a ton, but it's not really that much. You'd be able to get at most 2 Death Strikes in while it's active, which is only an extra 10.5% of your hp every minute. Its best use would be to help finish that last 2-3% off the mob when you're dangerously low on HP, but you better pray you kill it before the 10 seconds is up.
So for a Blood spec I would recommend just skipping most of the extra healing crap: Rune Tap, Mark of Blood, Vendetta, and Vampiric Blood, and just focus on pure dps so you can power your way through fights faster and depend on Death Strike to keep you up. Blood Worms I would take. In short fights it's easy to overlook the healing from the worms, but in an extended fight you will have worms up all the time and can get us much as 75% of your hp healed every minute. Besides, they are automatic and add a little (very little lol) to your dps.

Soloed as lvl 67 Moonkin. I tried at least 5 times, and here's how - I dotted him up, and started kiting around Auchidon, where are no mobs around ( counterclockwise till first stairs ) and when he summoned his infernals i just thorned them and they always despawned when got anywhere near

As a warlock, if you don't want to cite, throw an Infernal at him. The infernal will tank him and his infernals (as long as you don't damage them, as they spawn next to Levixus) and he is immune to their fire damage. He will also waste time casting a mind control at your infernal, even though he is immune.

This guy is EVIL, I tried soloing him as a lvl 67 enhance shammy I used my feral wolves to help me kill him he mind controlled me made me kill my wolves and then he took me out of combat because my wolves died then he pwned my face after mc ended lol

Just finished soloing it as a L66 feral kitty druid. Must say it was not easy. (as can be expected.)
Tried a few times and had problems with him resetting. My basic principle was as follows...
I used my heal gear set (you do have a heal set right?) for the extra mana. My mana pool was 8250, and I still had to innervate about 2/3rds of the way through. I basically just moonfired and run, moonfired and run. When he hasts cripple move ahead enough so your moonfire is out of range. If you can't hit him with a moonfire, he can't hit you with a cripple.
When the infernals started dropping, I used nature's grasp just before the first one touched me. He will spawn others and if it goes well you should still have about 10-15 seconds left on your nature's grasp when the second one drops. I had to occasionally run at him to make sure I used a proc on my nature's grasp before it ran out. (there is 15 seconds left on cooldown if you use the full 45 second duration.) If you get crippled, just shift out of it.
So that's the basic aspect. Stay on the upper level, moonfire every 5-6 seconds, and use nature's grasp for the infernals. You can manually use entangling roots if you need to, but that lets them get dangerously close. If you get into trouble early on, you can drop down to the lower level, but if the stairs behind you are the closer route then he will run backwards instead of forwards. If you do this you still need to keep hitting him. You'll get hit occasionally, so don't forget to renew yourself.
You'll want to kite him out of the wall before you get to the cabal folks, since that is just an accident waiting to happen. The worst part is on the outside of the wall, when you are 'crossing' the open area between the wall and the refuge caravan. Murphy's Law says you will get every mob possible that will just happen to pat in front of you. I had two scorpions, a bonelasher, and if that wasn't bad enough, those two cabal messengers on horseback just happened to be riding by at that EXACT moment.
Yeah.
So what I did was shift into cat form, hit sprint, and then run in a large arc in front of Levixus. Since I wasn't able to moonfire, I used FeralFire, and kept using it after the cooldown was up, and that kept him interested. So I was running into the caravan with this huge mob freaking train. Remember to run past any guard you see, and keep hitting Levixus with feralfire until you are sure he has been grabbed by a guard. You'll probably still have infernals on you, but all you need to do is stay alive and the kill is yours.

for all you hunters out there who are trying to kill him for the quest, i just found a easy way to do so. all you gotta do is turn on aspect of the cheetah, range him a couple of times and make sure you attack him enough to make him follow you. while his following you, try to get close to the sha'tar guys so you can get the extra dps support.
NOTICE: you need to do at least 50% of the damage to earn the credit

had a lot of trouble as a 68 resto shammy. ended up calling in help (i.e. an 80 friend).
the useful part of this comment: grounding totem will catch cripple, which helped immensely when i tried (and failed) to kite him to the sha'tar camp.
i'm not sure if grounding totem will catch mind control, though.

Soloable as a 68 Prot Pally in mostly quest greens, Heirloom shoulders/chest, and a couple HFP blues with BoSanc, Seal of Light, RF, Devotion Aura, and 20 STA food (I had about 10K HP or so self-buffed). Used one Super Mana Potion and Lay on Hands near the middle of the fight. Killed him on my first try. Levixus was hitting me for ~600 non-crit, Infernals for ~320 non-crit.
I initiated aggro at range with Exorcism. Judged Wisdom. Cleanse Cripple when he casts it on you. Kept up Holy Shield the whole time. I tried to keep Hammer of the Righteous on CD but mana gets kinda iffy near the middle of the fight. I started using Consecration when infernals were spawning. I thought infernals would help with mana regen (Holy Shield + Redoubt + BoSanc = Tons of Blocking = Free Mana) but to be honest at 11.1k HP for each infernal plus the damage they were doing is what is most dangerous (they will despawn before you kill them assuming you focus all your attacks on Levixus), plus conc'ing all the time really beats the hell out of your mana pool.
By the time you get him to 50% or slightly lower you should be at about the point you need to use a CD, so use LoH to get your health back to full a chunk of mana because you should be near empty by then. Repeat what you did for the first half, and chug a mana potion somewhere around 40%-45% (you should once again be near empty when you do, the pot will put you at full).
I totally forgot to use Holy Wrath for the Infernals, which would probably help minimize the damage.
As an additional note, I think this would have been more difficult with a partner because of the MC unless you're Johnny-on-the-spot with the cleansing.

Just soloed him with my 66 protection paladin without kiting. He didn't even get me below 1/2 health. I don't know if he has gotten easier or if paladins have gotten better or what, but it really wasn't hard.

Just soloed him as a 67 disc priest, barely survived on first attempt with about 2% HP and OOM (had about ~270 spirit).
I heavily relied on my talent/glyph improved Power Word: Shield (absorb ~5k, reflect 45%, heal 20%). I just stood in one place, casting Holy Fire / Penance / Mind Blast / Smite and keeping Devouring Plague and SW: Pain active all time.
I ignored the three infernals he was able to summon before dying. After his death, they didn't deal enough damage so I had enough time to wait for mana regeneration.
Peak damage taken with all four alive must have been about 1k per second, as my shield was dispelled pretty quick (≤5sec), I had to heal myself a lot and I almost died just spamming Flash Heal (restores 4k in 1.5sec, minus slowdown from hits).
I was very lucky to have a

For all of you level 66 Ele Shamans, you can solo him.
I used
Stoneskin

Searing
,
Healing Stream
and
Wrath of Air
totems. I started of by using
Elemental Mastery
, then starting our basic rotation (if you can call it that).
Flame shock

Lava Burst
->
Lightning based filler
.
Also use
Healing Surge
to heal yourself up.
I had to use a
Mad Alchemist's potion
which are only usable by alchemists, but it should still be comparatively easy without it.
Edit: I wasn't decked out in heirlooms, the only one I had was the
Ancient Bloodmoon Cloak
.

Was very hard to solo as a level 85 mage.
I walked up to him and he started hitting me, so i had to find my arcane blast spell. I knew it was somewhere on my actionbar. I shouldve found it earlier because I made my action buttons very big for these situations, but it didn't help. So i was smart and I iceblocked, and then i found the spell.
Then i clicked it twice and he was dead. But very close ok

To clarify, he isnt inside any of the instances. He is outside, on the upper rung, surrounded by crying, sobbing adds. They dont attack. The point on the map is accurate.

Best is to silence him and keep him silenced. By using Avenger's Shield or Arcane Torrent(Blood elf racial) or Disrupting Shout(warrior talent) and also Pummel(Warrior) are good against this dude. I suggest a Blood elf Paladin and a Warrior should be able to best him.
