Interestingly, he seems to attack raiding alliance along with the rest of the NPCs. Weird since he's been enslaved and beaten by the horde...makes you wonder about his old life must have been like.

As of a Recent Patch, Most Likely 2.4.3 this Gnome is now Neutral to Alliance it cant Repair your Items and you cant talk to him, but He wont attack you. You can attack him though

I was just there buying the schematic for flares, the troll guard was bullying him and he replied in common.
