Found him in the Charred Ramparts, levitating next to the broker Zo'sorg, Master of Conflict. Zo'sorg was marked on the zone map at the time.

On speaking to the Duelmaster, and he says:

"Ready for your next duel, <race>?"

It gives you the option to respond with "Match me!" which creates a visible tie between you and a nearby 荣耀决斗者, now aggressive toward you.

Around there area there are a few 皇家细剑 which give you a 2 minute buff: 装备细剑. This gives you the special ability 军刀挥砍. You don't currently need it to "duel," but it does do significant damage, IF they don't parry it!

I'm assuming this is all tied to the Zo'sorg challenges, which must first be picked up in Oribos.

Must be an event that has to be active to get the optional chat dialogue selection. He was up and marked on my map as a large yellow dot but did not have any chat dialogue options.

Marked as an objective for the Anima Conductor quest 唤醒盟友. He's friendly and can be spoken to but has no dialogue options.

This appears to be the location you channel anima to in your sanctum to unlock a world quest but even after channeling anima to it I'm not able to do anything at the location.

When inside his aoe you now get a debuff called: Free for All, which makes you hostile to your own faction. Another guy came around and we tried grabbing the rapiers and i nearly one shot him with the rapier from behind 40% damage. I killed him and was given 6 honor.

This is a PVP area. You will be put in PVP and when other players are near you will fight to the death.

Today I was doing campaign quest Harvester of Wrath, and after speaking to the Stonewright, on my way to turn it in I met this guy and he was marked as part of that quest, when hovered over him it showed as "1/1 Message delivered to the Stonewright". However he had nothing to do with that quest, so I have no idea what the point of him is.

Ignore the highlighted NPC and all the mobs that say "duel me" nearby - this is NOT the way you have to go. I was wandering around here for a while thinking WTAF coz nothing was happening before I checked my map to see the check point is the other direction
