This rare is located in a cave at coords 81.94, 21.67 and is not attackable when he spawns. He stands around shouting "kill green" or "kill blue". You have to head over to Bondo's Yard (63.51, 42.13), where you'll find paint on the ground (blue, green, orange). Stand in the paint color that Crazed Trogg hates and you will get a 3 minute buff. Head back to the rare and you can aggro him with the color paint he hates.
He said Green die and I killed him and he dropped the lime green paint. Maybe the color matters for the loot?
Has a respawn timer of roughly 30mins to an hour. Took exactly 45 mins last time I waited.
July 2nd (2019), Tuesday 9:14 AM EST (Right before reset) I killed this rare with a guildie and
dropped from him.

How to summon Crazed Trogg
I have killed the Crazed Trogg probably well over 100 times on different charaters and never encountered a
problem until today with my Dwarf Hunter. After killing him, I was getting a repeating error message on my
screen in red letters ...
No Valid Targets
At the same time, I had some suspicious activity going on with my web browser so I did not put two and two
together so easily. I assumed the error had something to do with a mysterious pop up on my internet browser
and had nothing to do with the Crazed Trogg. I closed Warcraft, ran a security check which cleared my browser
issue, then restarted my computer only to discover that the error message was still happening.
I did some research and discovered that other people had this same error and it had something to do with
killing the Crazed Trogg. Now I was able to put two and two together. Here is how I fixed the bug:
The Crazed Trogg was not present because I had recently killed him.
I parked my hunter at the cave entrance where the Crazed Trogg is located. /way 81.9 21.5
Logged on to other characters to do quests and would occasionally fly over to the cave to see if the Crazed Trogg had re-spawned.
When I finally saw the Trogg was present, I logged off of that character and onto my Dwarf Hunter who was the character experiencing the error.
As soon as I logged on, the Crazed Trogg became hostile and aggroed to me despite the fact that I was
not wearing any paint
I let him hit me a few times, backed away from the cave entrance, and feigned death.
The Crazed Trogg ran back in his cave and went from hostile to non hostile.
The error message went away.
Instead of feign death, for different classes you could vanish (rouge), invisibility (mage), and so forth,
otherwise just move far enough away from the Trogg until he finally runs back into his cave and goes from
hostile to non-hostile.
