Seems to be found randomly around Nazjatar, I got mine in the Spears of Azshara area (Southwest Nazjatar) and there were quite a few patches there. If you're having trouble finding some, try heading in that direction.

Use "/tar stick" on a macro and spam it running around the paths. Unlike some other objects, this can be targetted.

Thanks to Evolyn1877 for the macro. I found this to be the easiest way to find the seaweed.
Create macro: /Target Sticky Seaweed. Spam it all around the area of Spears of Azshara. When it pops up on your screen, right click the target portrait and set a target marker icon such as a skull, blue square, etc. Without setting a target marker I found the patches of seaweed very difficult to find as they are level with the ground and some of them are in among hostile mobs.
Anyone know what it does? all the other resources are giving buffs, but this i still can't find what it does.
This is such a pain in the butt to find! I wonder why they can't randomize the daily quests, so that not everyone has to go find the same items? Literally took almost an hour to find 5 of these, because everyone was looking for them D:
It appears that this quest is currently bugged. I actually got to some of the sea weed, clicked on it, it registered it, but then - nothing. At one time, I actually got the sea weed - about 5 seconds later.
Yes, it is currently bugged. Blizzard, please sync this up with more items locations and hopefully not in the middle of 15 or so mobs.
I discovered a good way to collect Sticky Seaweed.
Go to /way 39.22, 58.11 at the edge of the water.
Set a macro to /tar Sticky.
You can relax and fish here and occasionally click on your macro.
Use your target icon to place a raid target on the Sticky Seaweed when it pops up.
They will keep spawning at one of 3 locations near you.
/way 41.26, 57.93 (up the hill next to the road about 20 yards away)
/way 38.50, 58.26 (under a rock, under the water in front of you a few yards away)
/way 38.55, 57.00 (down the hill next to road about 15 yards away)
While everyone else is running around like a chicken with its head cut off,
you are relaxing and catching Mauve Stingers and Viper Fish.
I found my sticky seaweed for the quest in the southernmost fly path going down the hill just outside the base.
The following macro helps a lot to find them:

Thanks for the target + marker suggestions. I found one patch at 38.56,58.42

of a pool! They sure don’t make these easy to find by simply looking around.
Kind of silly but once you click on the seaweed, you have to "tug" on it. Walk away and you will get credit for the item. I spent days clicking a heap over and over wondering if it was just me. Turns out, it was...unless you did too :)
As a Druid, now that I have flying, you can spam the macro in bird form, drop low without landing, click the seaweed,and then shoot straight up to collect. Much more satisfying.
