yeah due to Zandalar tribe being removed and us fighting them in the heroic dungeon they no longer there. Wowheads databases still have npcs or vendors that are removed from game but still haven't been tagged as obsolete as I think Blizzard has to confirm that so that Wowhead developers can tag their databases for these things and add obsolete no longer in game messages.

Most of these items are still flagged as only available from Rin'wosho. However, the Living Action Potion has been found again: This recipe is reassigned to Evie Whirlbrew, an alchemy vendor in Everlook. Alchemists rejoice!

As of 10.0.7, 商人林沃斯 can be found at the Yojamba Exchange in Dazar'alor (the Horde BfA city). Coordinates 54,86, at least according to my map!
