This NPC will only show up when a member of your raid has killed the last boss and has entered the raid instance.

He only shows up at the start of the raid if you've completed the skip requirement on the specific difficulty you're in.
I have it on Mythic, and he doesn't show up on Heroic or Normal.
Gets you straight to Jaina, locking you out of Mekkatorque for farming his mount if used on Mythic.

If like me you thoughtlessly talked to this guy and started the skip while not wanting to (perhaps you hadn't done the raid in a while and thought you needed to talk to the highlighted guy to start it)
you can reset the skip by porting out of the raid (hearth) and choosing to reset all instances then re-entering. Doing that and re-logging took me back to the start before the skip so I could run the raid.

Found out that this guy won't talk to me with Dialogue UI addon enabled. Disabled that and can do the skip.

Just found out that if you complete the raid on mythic on one faction, the other faction's npc is also added to the start of the raid.
