Thaumaturge Vashreen sells gear and trinkets with a base item level of 880.
These items can be warforged and titanforged.
These items can also proc into a legendary.

You can acquire Nethershard (the currency used to purchase these items) by completing quests, killing mobs and rares, finding lost treasures and other events on the Broken Shore.

EDIT:

These tokens do also have a chance to become a World Boss item with a base item level of 880. Like an 880 Unstable Arcanocrystal. Sweet.

Going on some very early it seems these tokens do NOT generate random stats (like tanaan / timeless gear) instead each pieces can potentialy be ANY piece from a loot table in Legion (Dungeons / World bosses / raids and pvp) and ofc, LEGENDARIES.

It can generate arcano crystals, memontos, drape of shame , gnawned thumb rings, chrono shards, eratic metronos.... possibly even whispers.... all at 880. Thats AAAAAALOT of RNG for 5k shards , atm for 5k shards you're looking at @ 1.5 - 2 hours of paint dryingly boring farming.

One the other hand.... yeah he's literarly Kadala, possibly as Legion goes on all further patches will be dropping nethershards and his minumun ilvl will go up. This has some interesting implications as with titanforging certain trinkets from EN / NH or hell.... DUNGEONS remain bis into ToS, notably nothing right now in ToS seems to compare to Whispers and iirc EN Spontaneous Apendages will allways be BiS for Ench due to AA procs... this is a method (hopefully going forwards as well) to get a shot at that previous tier piece at current tier ilvl.

Edit: Vashreen has cloned himself and chosen factions in BfA. On the Horde side he can be found in Dazar'alor in the Grand Bazaar one floor under the flight master at 54, 88. On the Alliance side, he is the Boralus Harbor Tradewinds Market one door down from the Snug Harbor inn at 72, 14.

In patch 7.3, Thaumaturge Vashreen has moved to the Vindicaar on Argus and the Relinquished tokens now create gear with a base ilvl of 910 for 0 黯淡的阿古尼特水晶. He's on the bottom floor just to the west of the Netherlight Crucible and no longer sells any items for 虚空碎片.

Relinquished tokens have a chance of War-/Titanforging with the loot table including drops from Tomb of Sargeras, Legion Season 5 PvP gear, and Legendaries (including the new 7.2.5 ones). Note that currently 黯淡的阿古尼特水晶 has a cap of 2000.

Dauntless tokens create gear with a base ilvl of 850, and are sold by 战斗法师凯丝琳 for 0 虚空碎片.

Relinquished tokens used to create gear with a base ilvl of 880 and were sold by Thaumaturge Vashreen for 0 虚空碎片.

Both have a chance to be Warforged (+5/+10) or Titanforged (+15 ilvl).

From other user's comments, Relinquished tokens can reward Raid, World Boss, and PVP gear, along with a very small chance of Legendaries.

Been looking at various comments and have yet to see anything regarding my one question.

Can these Relinquished tokens provide T19 gear from the Nighthold bosses?

I plan on continuing farming but if anyone has insight to this i would love to hear it!

This stuff is a complete waste of Nethershards. I've bought a few of these items and not once has it turned out to be anything with the stats my class needs. Just another typical bait-and-switch scheme from Blizzard.

Warforged & Titanforged upgrade rate on these items seems very high. Have purchased 5 of them so far, and only one remained at 880 base level. The others went up to 885, 895, 895, & 905.

Okay, so this guy let's you gear up to 880 fairly easily, what are the methods for obtaining gear above ilvl 880? So far I only know

Raiding
Mythic+
Hoping for war/titanforged RNG

Anything else?

7.3: If you can't find the guy aboard the Vindicaar, turn on 'Tracking - Townspeople - Repairs' on your minimap. He stands in the same alcove as Durael, the repairs guy.

Just got confirmation that you can get NH tier from this vendor in his new location aboard the Vindicaar :) got 915 DK tier shoulders from him.

I kept buying from Vash. I set the loot table to fury warrior, bought several items and they all had the wrong stats. I submitted a ticket never got an answer. So I set the loot table to arms and got the right stats for Fury. If your having this prob, try switching to a different spec. Don't waste a lot of Veiled Argunite like I did.

So far I've gotten feet, waist, hands, chest, and head from him at levels 920 and even 930; but i've been buying Legs from him every day for weeks at 650 Veiled Argunite per shot and cannot get Legs over 910, except on one hunter i got a 615.

Despite setting my loot specialization, about 95% of the "exquisite furnishings" this vendor purveys gets immediately sold back as trash. When all or most of your items are below ilevel 910 and any upgrade will do, you'll find him useful for temporary fill in items, but as your overall ilevel improves you'll quickly find this an extremely inefficient way to get 915 or higher items with the right stats. At that point just go do LFR Antorus and forget about this guy.

How often does this guy have different items? I have gotten raid gear from this guy and some nice looking shoulders; does his loot change once a week? you can only do raids once a week, so is the same for him? different gear every week? I don't like to waste 650 on the same thing.

He is now located at The maelstrom Mercantile in zandalar at 54.1, 88.4 for the horde. This is the same location you get seals of wartorn fate and can do transmog (this is the horde side only)

This NPC in not on Broken Shore anymore.

The one who sells items for Veiled Argunite is now located in the Vindicaar's lower level.

I noticed the tooltip (thanks to one of the collector addons) shows that these tokens have a chance to make any item that drops from the various Legion raids. I I was happy to see some spaulders from ToS I had been farming just appear from one of his tokens. Question is, did the relinquished items since BFA always have a chance to create some hard to get Legion raid gear? Sure helps, in a small way, to fill some xmog gaps. And if you get a good collections addon, you can see the long list of possibilities for each token. AllTheThings I believe is what I am working with.
