He dropped the legendary "Ice Time" shoulders for me. I don't know how to add that to his dropped list.

The last two steps of the Anduin questline can cause phasing issues with this boss. I had to finish it and relog before I could see him.

In Legion Remix you must kill this boss when he is a world quest (marked on the map as a world quest with a skull)
Then it will count as a kill and you will get the achievement.

If you don't see world quests on the map, you need to complete the quest 联合势力
