Blizzard announced in today's Shadowlands Pre-Patch Patch Notes that water regenerates mana slower in the first few seconds, increasing to a rapid return as you drink continuously. We tested regular food, mage food and the Darkmoon Fish Feasts and explain why Darkmoon Fish Feasts will maintain their dominance in the Shadowlands Pre-Patch for Regenerating mana.
New Base Mana and Mana Regen Values
The total mana pool of healers and base mana regen in Shadowlands is 10% of the current value in BFA at Level 50. Note that the character sheet shows mana per 5 seconds, so the values per second are a fifth of what is shown on the character sheet.

We also wanted to note that food like
干肉条
(+5,500 mana per second) currently gives you more mana regeneration than Mage Food (+5,000 mana per second) on live servers and that isn't changing in the Shadowlands Pre-Patch. The benefit to Mage Food is that it's free!
Regular Food Mana Regeneration
We tested using a
干肉条
on the PTR and on live servers.
On live servers, using a
干肉条
increases your mana regen to 31,503 mp5, or about 6,300 mana per second. Without the change to water, we would expect that in Shadowlands using a
干肉条
would change the mana regen to 630 mana per second.
However, with the water change, here's how the mana regeneration rate changes in the Shadowlands Pre-Patch. Note that the mana regen per second does include the base mana regeneration.

With the previous mana regen of this item being 630 mana per second in Battle for Azeroth, it's not until second 6 that you'll start gaining mana per second faster than the Battle for Azeroth mana per second.
Mage Food Mana Regeneration
Mage Food was also tested on the Shadowlands PTR, though this one is much harder to get exact numbers as mage food does not alter your character sheet mana regen. As such, these numbers will have a margin of error and are to be taken with a grain of salt.
It seems to roughly cap the mana regeneration around the 12 second mark but there's a weird outlier at 13 and 14 seconds.

Mage Food is very slow and will take
18 seconds
to cap out your mana bar.
Sugar-Crusted Fish Feast Mana Regeneration
Nothing has changed about the
焦糖鱼宴
. It still provides 10% mana every second for 10 seconds and seems to be the exception to the rule.
As such, it is the clear winner and will continue to be highly sought after for quick mana regeneration. The video below shows the same 10% mana chunks on the PTR.

Conclusion: How Long Will It Take To Get My Mana Back?
How long will it take to get your mana back? Here is our comparison chart going over how long it approximately takes to get the amount of mana that you would want.
Please note that times are approximate, and since the Fish Feasts provide chunks of Mana every second, the time was rounded up for this row in the table.
Environment
Time to 25% Mana
Time to 50% Mana
Time to 100% Mana
Regular Food (Live)

If the
焦糖鱼宴
wasn't already good enough, the change to Regular Food's Mana regeneration rate makes it
EVEN BETTER
. It will take almost half the time of regular food to eat a
焦糖鱼宴
in the Shadowlands Pre-Patch if you don't need a full mana bar and generally when you drink you're just topping off your mana bar before the next pull.
Did Blizzard forget to change the
焦糖鱼宴
as well, or are they ok with its dominance at mana regeneration? Is this change targeted at Arena, and that's why the Darkmoon Fish Feast wasn't touched and then shouldn't this change just occur in Arena? Let us know what you think in the comments below.
