With Patch 9.1.5, Blizzard has changed mission table XP tokens to be account-bound instead of soulbound. This means that players can send their tokens to alts instead of using them on their main character.
With the patch, new versions of the XP Tokens started to be given by follower missions,

, which are all account-bound. This change is not retroactive, as tokens obtained during Patch 9.1 are different items (
