This item drops again as of 10.1.7. It took me about 3 full clears of the Riverpaw Brutes zone-wide for it to drop. Maybe I was lucky, because several other restored 10.1.7 greens that drop from regular mobs have taken me longer; we'll need more data to know. Be prepared to fly around the zone to farm this, as the Brutes are sparse throughout Westfall rather than concentrated in a small area.

Just had this drop from the Gnoll Brutes that are fighting in Sentinel Hill if you haven't completed the quests to phase past this point. Easily farmable and took me 10 minutes to get my first.

If you're farming the transmog for westfall, make sure to NOT clear quests. This is far easier to farm when the riverpaw are attacking the tower. Once you've gotten the riverpaw items, go ahead and clear the quests to go after the defias items
