Not a bad trinket, a nice alternative to a trinket like

Correct me if I'm wrong, but this trinket seems very underwhelming and underweighted in stats in comparison to even the ulduar 10 trinks. The closest comparison would probably be the Energy Siphon, easily obtainable from Flame Leviathan 10, which grants 54 mp5, and 408 spellpower for 20 seconds with a 2 minute use cd. It has an ilvl of 213.
Binding Light is 57 mp5, 66 spellpower stacked up to 8 times, for 20 seconds, with a 2 minute use cd. It has an ilvl of 232.
Here's my math, for a Resto druid with a gcd of 1.2 secs, spamming instants:
Energy Siphon: 20/1.2 = 16.666... (effectively, 16 casts)
16 x 408 = 6528 extra spellpower from this trink, over the 20 seconds.
Binding Light: same effective 16 insta-casts
66 + 132 + 198 + 264 + 330 + 396 + 462 + 528 (first 8 casts building up to 528 spellpower max stack)
+ (528 x 8) (last 8 casts) = 2376 + 4224 = 6600 extra spellpower from this trink, over the 20 seconds.
mp5 difference is marginal
So, for a Resto druid with a gcd of 1.2 secs, spamming instants, Binding Light is slightly better than Energy Siphon...but if you tweak the math yourself, if you miss even one cast, or lag, or have a gcd closer to 1.3 such that you only get 15 insta-casts in the 20 secs, or if you cast even 1 actual cast-time spell, the Energy Siphon is actually BETTER than the harder to obtain and higher ilvl Binding Light...

I got this last night on my resto shaman as an upgrade to my Energy Siphon. Although it does have a potential higher spell power gain, by the time you get above the flat spell power increase of Energy Siphon you have basically 5 seconds left on the effect. It's not the best fit so to speak under normal circumstances. However, a resto shaman (or any other healing class) may get the most out of this trinket during the effect of Heroism. Other than that this isn't really going to push your healing into the stratosphere.

Responding to both comments above me, from Paolo and Nhani respectively. But I'm going to respond to them backwards because it makes sense for my own argument.
Nhani is almost correct -- or, if this trinket
does
give four stacks, then it behaves a bit differently from the Heroic version. Penance with the heroic version gives
five
stacks of the buff:

I tested to see if it was stacks of Grace causing the extras, but it wasn't. I won't spam this post further with another combat log excerpt, but I stacked up Grace with some Flash Heals before popping the trinket for a second time, then hit the trinket, then Penanced. I still got 5 stacks. Additionally, if it
were
Grace, we would expect to see six stacks. Furthermore, I received no Divine Aegis procs on the second Penance attempt, so it cannot be that either.
So, given that Discipline can stack 8 stacks of this trinket in a matter of 4-5 seconds, faster than
anyone else
, it is reasonable to say that Discipline can get the most efficiency out of this "On use" effect. Now, before you scroll up and downrate me for coming from Thottbot, I do not in any way say this to argue that Discipline Priests should be given priority on this trinket. Any Discipline Priest worth his salt, and with any kind of alternative to fill that slot, should avoid this infernal thing at all costs. I merely make that point because it will serve to illustrate just how bad this trinket is even for the spec who can get the
most
efficiency from its stacking proc.
Paolo should
not
be downrated. This item is a travesty, as are all the trinkets from ToC10. Even in their heroic forms they are so underwhelming compared to their ToC25
Normal
counterparts -- Normal, which can be
pugged
on a decent realm -- that it's truly disgusting. This brings me back to our Discipline Priest, who can stack up the spellpower bonus faster than anyone else. Again, I'm going to use the Heroic version as an example -- primarily this is because the non-heroic version is just a lesser version of an already deeply inferior trinket.
I sojourned to the Elitist Jerks forums, which I very rarely do, in order to leech information from them on how powerful Intellect is compared to Mp5. The number I got was:
1 intellect = 0.74 mp5.
Now, this was in 3.1, so let's say that the Replenishment reduction causes 1 intellect to be worth, say, 0.64 mp5.
Now compare
these
. With 1 int being worth 0.64 mp5, the comparison is:
Talisman: 81.92 mp5, 599 Spellpower on 20-second use.
Binding Light (Heroic): 63 mp5, 592 spellpower on 20-second use -- but with a ramp-up time. Assuming you have enough haste for 1-second GCDs with Borrowed Time, the quickest you could get up this is the following: (PW: S before) Activate trinket. Penance (5 stacks. Oh yes, 5 stacks -- it's bugged) > PW: Sx3. This would take around 4.2 seconds. So it's 592 spellpower, sure, but it has to ramp up and, even though Discipline Priests ramp it up the quickest of any class or spec, it's 7 spellpower less than the Talisman.
Comparing Binding Light (Heroic) to
Solace
(Non-heroic, same item level):
Solace: 108 mp5 after short ramp up (About 6 seconds for Disc, assuming Penance gives 1 stack per heal); 150 spellpower all the time.
Binding Light: 63 mp5 all the time; 592 spellpower up a maximum of 1/6 of the time. Excluding the (limited) "on use" boon as an oh-crap button that this provides, that's a mere 99 spellpower on equip. 60% of the mp5, 60% of the spellpower. Same item-level. Solace can be Pugged. Pathetic.

Holy paladin:
This trinket gives 2 stacks for every FOL cast on a target with Sacred shield.
So basically one can get 8 stacks in 4-5 secs depending on haste.

As a shaman, dropping your totem stack using Call of the Ancestors/Spirits/Elements counts for 5 stacks of the Escalation buff. This makes the trinket not totally useless as you can instantly get 330 SP right when you pop the trinket.

Maybe a double post here but here it comes:
they seem to have nerfed this trinket, as it no longer gives me 5 stacks of the buff when i cast Penance.
When using this trinket you just get one stack of Escalation.
When timed right you can easily get to 8 stacks of this buff using pennance and then flash heals. (or just 8 flash heals, which might be quicker. Im just saying 1 x pennance 7 x flash heal because that is HOW I ROLL)
but still, if you time it alright you can get 8 stacks full and still 5 seconds on the buff to actually use the sp you get from it.
Just wanted to mention this,

You get 4 stacks of the magic buff when you drop your 4 totems, so press the totem action key if you have it bound to 4 twice and you have all stacks.
