Only sold during the Day of the Dead holiday (Nov 1 - Nov 2).

this is a one use only item, unlike the Bouquet of Orange Marigolds.

Its main purpose is to show the dead spirits around the graveyard outside any major city.

You can see a quest giver for the "Day of the Dead" after using this item. Every race has its own questgiver, so undead have to go to Undercity, taurens to Thunderbluff ...
Warlocks can also use Detect Invisibility to see the ghosts.

Wowhead's db will presumably show the updated info as people upload with the client, but for now...

The flowers are sold by 查普曼, who can be found in any of the city graveyards, and is neither dead nor invisible (but perhaps un-dead). While 侦测次级隐形药剂 may also work, other items you have collected over the years that allow you to see dead people (e.g. 超维度幽灵显形器) don't work here, nor does being dead yourself.

Edit: Want to find your local graveyard without dying? Go to 灵魂医者 and select your zone. There are a few that are different for some reason: 灵魂医者, 灵魂医者.
