Zangarmarsh is also a good zone, but Terokkar Forest is much better in my opinion.

I found that farming the Talonsworn Forest Rager
http://www.wowhead.com/?npc=23029
in Skettis was best for me. When you herb them they still drop good amounts of herbs. There are 3 of them, spawn rate is bout 6 mins. If you find yourself waiting after killing them, go off and farm for a bit and come back, they will be there.

you don't get this with adder's tongue...

Yes
Adder's Tongue
is indeed stated in "Milled From" tab. But it stated that it is 0%. Which indirectly telling us that
Adder's Tongue
will not give
Nether Pigment
.

5 herbs from any of the ones listed to make 2-4 pigments is still valid. :)

After flying around following the map on WoW-Professions I found I like Zangarmarsh a LOT better than Terrokar.
I just felt like there were more herbs. It took much less time to farm 100 herbs in Zang than it did in Terrokar.

Hellfire Felweed is your best bet for this pigment. It is all over Hellfire and easy to farm with minimal to no competition at times. Make sure you wick up any Mountain Silversage during your farm route as they fetch a pretty penny ;)

When I got to the point of gathering Outland flower picking, I found that I preferred Terokkar Forest over Zangarmarsh for a few reasons:
1. Since I track multiple items, and because of the nature of Zangarmarsh, I would get false positives from my tracking due to the fact that I have Find Fish up as well. For the most part, you don't expect the herbs in Terokkar Forest to be as near or on the water like Zangarmarsh.
2. Since I'm only interested in farming Outland herbs, I really don't like there being Vanilla herbs thrown into the mix as well as Outland herbs (Dreamfoil, Blindweed, etc.).
3. In making the rounds, you can farm the
Talonsworn Forest-Ragers
while making your rounds and get even more herbs from them as well.
Hope this helps other people in their farming of Outland flower picking :)

Just wanted to give some real numbers to support Terokkar Forest being a better place to farm for herbs than Zangarmarsh (although I've yet to parse Nagrand or other zones to see how they add up).
I use Routes+GatherMate2 to determine routes which visit every known node in a zone in the most efficient way calculable, and after each circuit in a zone I take note of the time taken and how many of each herb I gathered. After 10 circuits I take an average and compare zones to see which is more efficient.
Note: I farmed all herbs in each zone but for the purpose of the following comparison I am not including herbs which don't mill into Nether Pigments.
From Zangarmarsh:
Time taken:
29.14 minutes
Herbs gathered:
邪雾草
(67);
魔草
(40);
梦露花
(21)
Herbs per minute:
127 herbs / 29.14 = 4.39 herbs per minute
From Terokkar Forest:
Time taken:
20.16 minutes
Herbs gathered:
魔草
(36);
梦露花
(31);
泰罗果
(21);
法力蓟
(7)
Herbs per minute:
95 herbs / 20.16 = 4.71 herbs per minute
The difference is minimal but it seems that Terokkar (while seemingly long and unproductive) yields slightly more practical herbs than Zangarmarsh does. However, if you were wanting to farm both Silvery and Nether Pigments at the same time, Zangarmarsh yields far more herbs overall than Terokkar does (about 7.14 herbs per minute overall, as opposed to 5.31 herbs per minute overall in Terokkar)

Why I use wowhead is for instances like this. You look to see what the regeants are to make the pigment on this page
http://us.battle.net/wow/en/item/39342#tab=reagentForSpells
and it doesn't tell you a thing, but you check wowhead and find a very orderly list with comments to work out any kinks you may find. Thank you guys for the work you put into this site and for all the feedback from it's members!

For those of you looking for the best possible location for any herbs that can be milled into
Nether Pigment
, consider this:
Dreaming Glory
: Nagrand: 129 nodes
Felweed
: Hellfire Peninsula: 222 nodes
Netherbloom
: Netherstorm: 159 nodes
Nightmare Vine
: Shadowmoon Valley: 137 nodes
Ragveil
: Zangarmarsh: 239 nodes
Terocone
: Terokkar Forest: 137 nodes
At first glance they all look pretty even so I used the secondary and tertiary node/zone ratio and came up with:
Zangarmarsh: 406 nodes (Ragveil and Felweed)
Nagrand: 334 nodes (Dreaming Glory and Felweed)
Terokkar Forest: 256 nodes (Terocone and Dreaming Glory)
Hellfire Peninsula: 237 nodes (Felweed and Ragveil)
Netherstorm: 159 nodes (Netherbloom)
Blade's Edge Mountains: 137 nodes (Dreaming Glory and Ragveil)
Hopefully this helps a little.

I was looking everywhere for the actual numbers needed to max out learned patterns/recipes from research. As I couldn't I kept a tally - it took 200 nether pigments, used only for research to learn all possible patterns.
Oh, and my 2 cents, Blades Edge is the best return on time for farming herbs.
