This (and other new cooking recipes) appear to be random BOP drops from mobs. While questing the first night of Wrath, two different recipes dropped for the group I was in.

Don't worry about not being able to get this recipe, you can get Baked Manta Ray from the cooking trainer which is the same except +10 stamina and it gives 12960 mana. :-)

15 recipes is only the first of three achievements. After that one follows "30 of the recipes listed below" and then "45 of the recipes slisted below". The last being one of the requirements for Hail to the Chef achievement.

There are only 46 recipes available for The Northrend Gourmet, so you certainly need at least 3 of the 4 missing recipes.

Changes coming in patch 3.0.8:

Recipe: Shoveltusk Soup is disappearing.
Recipe: Succulent Orca Stew is disappearing.
Recipe: Fish Feast will be sold for 5 Dalaran Cooking Awards.
Recipe: Kungaloosh will be taught by a drunkard in the Dalaran Sewers.

The final tier of The Northrend Gourmet achievement is lowered to 44 from 45.

The Shoveltusk Meat is useless after you finish the quest and can be deleted.

According to the 3.0.8 patch notes:

Shoveltusk Meat obtained during the quest, "Shoveltusk Soup Again?" is now correctly flagged as a quest item with no sell price.

Shoveltusk Soup has appeared in the list of recipes given by The Northrend Gourmet achievement in 3.1.

Is it obtainable again, or is this just there to /lol at us?

I count 46 recipes in the achievement list, counting the Shoveltusk Soup recipe, so it doesn't look like it's required.

yeah i just found that I hadn't cooked it yet either. do I have to cook it for chef? I only need to do 4 more recipes total but I don't want them to keep adding more :/

The Shoveltusk Soup recipe is no longer obtainable. You have to cook all other 45 foods to get the achievement.

Fortunately, it's just one of the 46 recipes listed and only 45 of them are required for the achievement.

So, whether or not the recipe itself will actually show up in-game anytime soon is still anybody's guess.

And as of patch 3.3.3, there's no mentioning to it anymore.

Datamining the recipe, we can at least see it's OK, not like Succulent Orca Stew, which shows the Big Bear Steak recipe...
