I had this drop of http://www.wowhead.com/?npc=18315 this guy lastnight, was a bit suprised to see it drop in mana tombs (normal mode) really as the lvl of the item is well above the lvl of the instance.

So it can drop for you at quite a low lvl.

I have 5 of these drop for me from 60-70 so i don't know if i was just lucky or these just have a skewed drop drop rate. It sucks though cause no one wants them. :(
