These treasures can be found in the same spot as other treasures in the zone. There are multiple spots. I found mine /way 62,79.
If you can't find it at any of these spots above just run around the circle of the quest area till you do find the purple glowing item.
P.s. Stop downvoting other comments if you don't understand how the quest works.

I submitted a screenshot as proof of this, but also wanted to say after reading the comments and finding the other three treasures that I expected the goblet to be around the small "camps" on the shore with other boxes. This was the only treasure that I had trouble locating. After exhaustive searching in the zone, I finally found it all on its own just kind of hovering in/above the water. There really wasn't anything else with it for reference except for a few bits of land barely poking out of the water. So don't rely on the fact that you would think it would be with other crates or in some of the boats that are all scattered around the perimeter of the zone or on the shores or near the starting area.

Found the lil' stinkin' Exquisite Treasure - I ran the islands about 5 times in circles before I saw it. Sheesh! /way 57.98, 29.78

I didn't do the ritual site for the Misappropriated Treasures until it was in Zul'Aman at the Broken Throne. I overlooked the exquisite treasure several times. On my fourth loop around, I found it sitting on the stairs to the left of the entry portal at /way 59.87, 63.28.

This quest was a truly awful experience. I found this item at 55.73 51.51 in Daggerspine Point. Took me over half an hour. The only way I was able to spot this is by going to my settings and: Reducing game quality to 1; setting outline mode to high; setting View Distance AND Environment Detail to 10. Then checking the settings again to make sure they applied properly because they did not the first time. Then finally, I was able to see this damn treasure.

I found it finalybehind some incubators to the right of the return portal at 57.92 17.45 (Eversong ritual).
