You can use it on another player's dead body. It does a non interruptible cast of a blood sacrifice animation and turns the corpse into a pile of what looks like meat. 10 min CD.

Keep in mind that the casting is quite long and can leave you exposed in PvP situations. For a faster way to humiliate your enemies, you can use the Gin-Ji Knife Set. You can also combine it with the Horde/Alliance Flag of Victory for bonus emotional damage.
