Multiple tests on a Hero 4/6 trinket (269 ilv). Tooltip damage on-use is 54,619 arcane damage. Tests on training dummies.

At 31% crit chance (stacking crit-haste on an Outlaw rogue) this trinket hits for 150,000 damage on crit, and this trinket either always crits or I've gotten extremely lucky (over 30 instances of damage, none have ever not-crit). The initial hit also hits an adjacent target for equal damage too as a bonus (they both crit).

Temporary crit buffs do technically buff this trinket, though a 3% difference only seemed to give it roughly 2500 ish more damage (or a +3% buff from the 75k hit)

Critical hits from auto attacks and abilities count towards reducing this trinket's cooldown, and the cooldown reduction procs very often.
In my testing, assuming constant uptime on my rogue using *just* auto attacks (my crit varies between 31 and 34% from other procs), I consistently shave off 50-60 seconds from its cooldown. If I do my rotation as normal, which includes more than double the amount of hits from attack speed buffs, it seems the variance is still around 60 seconds shaved off, +/- 10 seconds.

Review: This trinket actually slaps pretty hard... for a raw damage trinket. The problem is competing for trinket space, and it doesn't do *that* much damage for a ~2m cooldown (again, assuming always in combat-- longer CD if not in combat). A lot of other agility trinkets that deal damage actually just suck eggs, so saying "this one's probably the best" is a low bar to clear.

If you could have any trinket you could ever want (and crit is competing for 1st or 2nd best secondary on your spec), chances are 艾林先知的凝视 and 幽影羽毛 are your defacto best options and easier to get than killing Crown of the Cosmos. If you wanted other easier to obtain crit-centric trinkets, then 异变能量坩埚 (with all 3 upgrades!), and the delve trinkets 活体苦痛纤维 and 枯萎迅叶龙之爪 are pretty good for crit-focus, especially the crucible.

tl;dr, it's Pretty Good if you stack crit, OK without crit, but depending on your needs you could probably do better with a handful of other trinkets.
