If you need the ilvl boost...equip it..other than that its crap for all specs. Needs to do some damage with the Haste proc to be any good

This trinket seems pretty bad if you are dropping combat often because the stacks go away very quickly. So even in mythic+ where you kill trash its hard to get to 10 stacks.

The buff you get is called 心智溃解之祸. It can be triggered by auto hits.
At 10 stacks you get 奥术狂乱. It's duration is linked to the stacking buff and is lost when the stacks reach 0 again wich is about 10s.
Like Kulan said the stacks drop very fast out of combat (one stack roughly every 2.5s).
