Keep in mind that this is a Unique Quest Item and cannot be mailed. If you feel like getting a bigger discount on a different character then mailing it to yourself, you're out of luck.

I think it is a bit bad that this is only a buy item and not a made item by alchemists. They seem to be able to make everything else

This item is still available after the Shattering patch. However, it is completely useless now as the Blood Elf mount quest was removed in the same patch.
