Got this from renowned beast that you summon in Harandar. Coordinates for lure spot is about 66, 48. Not a 100% drop.

As other commentors say, its 66, 48 Glimmering Cataract on the little "beach".
It will spawn Lumenfin lvl 90 Beast, no special abilities and can drop the Fin

If you having issues killing it as low lvl (since he spawns as 90) you can wait 4.50 min and he will die on it's own giving you the chance to skin it.

On the bright side, they seemed to have listened to peoples' complaints that the majestic/renowned materials don't drop enough.

They didn't make them drop more often, but when I used moxie to buy bags of skinners' or leatherworkers' materials this week, each gave at least one of multiple of the renowned/majestic beast drop materials. That didn't used to happen.
