I'm 13250/21000 into Revered with the Steamwheedle Cartel, and I'm unable to purchase this item. At the same time, I'm able to buy both the Cartel Banner and Eepy, the revered pet.
Has anyone else encountered this issue?

This horn is terrible, it sounds like it has a head cold. Far worse than the default standard horn.

The item description is accurate, though. It is not a crisp sounding horn. It is not a clear sounding horn.
