萨伊尔，海妖之目 is a secret mount obtained at the isle of Siren, added in patch 11.0.7

Best spot is the skeletons on the shore just outside the forgotten vault cave, as they hyperspawn. Got mine in about 5 minutes of solofarming.

For this runekey you’ll need to assemble five 雷霆碎片. The fragments drop from treasures and chests both inside and outside of the storm. So there is two ways to go about it. First is the big chests that are spread around the zone, sometimes your character will emit a wind, that guides you to these chests and you’ll make em appear with an extra action button. These chests can be found both inside and outside the storm. The other way is by farming seafarer’s caches. To unlock seafarer’s caches, you have to had completed the quest 试水深浅, given by 学徒坦玛尔, after completing a few of the introductory quests at the island, so if you’ve done most quests you should’ve completed it already. Anyway, completing it will give you 海洋住民的祝福, allowing you to walk on the seafloor and find treasure. In general just exploring underwater. And this is where you find the seafarer’s caches, so circle the island underwater to search for caches. Theres quite a lot more seafarer’s caches than normal treasures, so this i what i recommend if you want to farm it as fast as you can. But you can definitely also just pick up treasures that you come across as you do other content in the zone. The caches only appear outside of the storm. And the dropchance for the fragments seem to be around 5% from Seafarers caches and 20% from regular treasure, but ofc RNG be RNG, and this is just my assumption from what i experienced.
When you have all 5 雷霆碎片, click them to combine into the 雷鸣符文钥匙

飓风符文钥匙 - Drops from 毁船者扎克乌尔 located in the storm

For this runekey you'll need to assemble 3 湍急碎片
They are all found in the storm version of the isle.

First fragment is gathered from a dirtpile, next to a kul tiran Ghost

Third Fragment is found in the hands of a ghost in another cave

Combine all fragments to get the final runekey 湍急符文钥匙

When all runekeys are gathered, go to Thrayir and activate all the runestones.

I'm up to 54 chests opened and only have 2 Thunderous Fragment... This RNG crap sucks.

EDIT: I opened 80 chests in non-storm and received zero fragments. I remembered I got the other 2 I had during storm mode. I switched to storm mode and got the remaining three in about 30 chests. About 40-45 chests altogether for the five.

YOU CAN ONLY DO THIS IN STORM MODE.

The 5 雷霆碎片 you need to actually make this key only drop from 符文风暴宝箱 within the storm phase of the island (not the regular phase).

I had to open close to 20 Runed Storm Caches to get them all. Make sure you do it during the storm. Chests spawn randomly on the coordinates shared in here and can respawn in the same location during the same day.

The chest that spawns near these coords 38.21 20.25 in the storm near one of the Torrential hypers spawn camps people do weirdly has had a 100% drop chance for me every time I've opened it. I looted it 3 times and all 3 times I have received one Thunderous Fragment, either the group I was in farming Torrential fragments got extremely lucky or some weird thing was happening.

Step by step how to get the mount:
Ways to get to 海妖岛: Use the Zepplin in Dornogal (coordinates 72, 5) or the Mole Machine in the Ringing Deeps at coordinates 46, 30.
Speak to 苏茜·螺扳 at coordinates 69, 49 on Isle of Siren to go into the storm phase.

You need a total of 5 runekeys:
1. 漩涡符文钥匙: Go into the cave at coordinates 44, 24 on Isle of Siren, enter the tunnel and click on the 吟歌石板 to enter the Forgotten Vault. Run down the corridor to the last room, defeat 被忘却者科斯维尔 to loot the Whirling Runekey.
2. 奔流符文钥匙: This runekey is made by combining 7 奔流碎片. These have a low chance to drop from any rares, elites and normal mobs found on Isle of Siren. Best place to farm is near the entrance of the cave mentioned above at 44, 24 as the spawn rate is quite fast. It takes 2-3 hours to get all 7 when farming in a group.
3. 雷鸣符文钥匙: This runekey is made by combining 5 雷霆碎片 which drop from treasure chests in the Isle of Siren. The easiest to find are Seafarer's Caches, you will notice gusts of wind blowing from your character to the direction of the cache. Make sure you completed the quest 试水深浅 in order to see the caches.
4. 飓风符文钥匙: This drops from either 毁船者扎克乌尔 found at coordinates 33, 73, or by fishing in the waters close to were Zek'ul spawns.
5. 湍急符文钥匙: This runekey is made up of 3 turbulent fragments that are scattered around Isle of Siren.
- First fragment is at coordinates 38, 51 in a dirtpile next to a Kul Tiran Ghost
- Second fragment is at coordinates 67, 78 inside a cave infront of a ghost on the ground.
- Third fragment is another cave at coordinates 52, 38 in the hands of a ghost.

When you have all the runekeys, head back to the Forgotten Vault (entrance at coordinates 44, 24) head to the room at coordinates 72, 61, go up the staircase where you will see Thrayir on the ground surrounded by 5 inactive runestones. Activate each one, Thrayir will then give you a quest that gives you the mount.

I tried farming seafarer's caches for over an hour and got one fragment, half a dozen mogs/catch up gear, and god knows how many flame-blessed iron. Went into the storm, used Paste to bop around the map using DCCXVIII's list of co-ordinates and got the four remaining fragments in about 20 minutes. The drop rate from chests in the storm is insane compared to the seafarer's caches, I very much recommend doing the storm ones instead.

I have opened well over 100 seafarer's caches and have not received a single key fragment. I have around 40 pieces of warbound gear in my bags. I am going to try the storm cache's instead.

Once you unlock Blessing of the seadweller you can walk and breath underwater, just do laps around the island.

There are already plenty of comments saying not to bother with seafarer's caches for these but here is my two cents. I spent around 3 hours doing nothing but opening caches on a neglected alt as a way to get easy valorstones and flame blessed iron at the same time while paying about 1% attention to the game and watching TV. I got tons of gear, enough valorstones to upgrade all their vet gear for both transmogs, plenty of iron and zero fragments. Just don't do it lol.

The droprate on these is infuriating. I have opened over 100 chests and only got one fragment so far. In combination with the amount of mobs patrolling and not being able to fly this is the least fun I have had chasing a mount in a while.

Just want to add my 2 cents in hope of helping.
I opened close to 100 seafarer's caches on no-storm isle, got no Thunderous Fragment.
The only Thunderous Fragment I got outside the storm was from 1 of those rarer caches, not seafarer. Also in the water.
Just use the chords posted here, inside the storm, and go look them up. Let the wind guide you. For me, one out of every 3 caches in the storm had a Thunderous Fragment.

Also, for Torrential key, just join/make a group and farm them outside of the Vault. Spent close to 2 hours for 6 fragments, the 7th refused to drop that day. Got it the next day, first pull.
I got NO Torrential fragments anywhere else in the isle. During the storm, of course.

Farming 雷霆碎片 for 雷鸣符文钥匙 ended up being a lot easier than I initially thought. Here's how I farmed them earlier today:

1. Enter Storm in Siren isle by talking to 苏茜·螺扳 and getting 海怒雷暴 buff from her. (She will not let you enter the storm, if you haven't done the weekly progress bar cache.)
2. Grab the TR-06击打者 vehicle from behind her. Note that you can see chests, but you don't have the gusts of winds pointing towards nearby chests as long as you are riding the mechsuit.
3. Press the macros below and start going through the 符文风暴宝箱 locations.
4. When you find the first 符文风暴宝箱, kill all the mobs following you with the TR-06击打者, leave vehicle, reveal the chest with the extra action button and loot the chest.
5. Go through the other 符文风暴宝箱 locations on foot. (Or grab another TR-06击打者, if you're close by.)
6. After you finish going through all the locations, right click the 海怒雷暴 buff. This will teleport you away from the storm and back to the camp.
7. Teleport to Dornogal, switch War-Mode On, (or Off, if it was On), return to the Siren Isle and repeat from Step 1.

Opening Runed Storm Caches inside the storm got me 4 fragments in a row. Then 1 chest without a fragment, then the next chest had a fragment.
