Pre 2.0 these were available when you were Exalted with WSG. Post patch they cost honor / tokens and your reputation does not matter.

These are still pretty decent at L60, there isn't anything much better in outlands for plate dps until L63-64. And they're easy to get now if your main has stonekeepers shards to burn - 150 shards => 5 bind-on-account wintergrasp commendations => 10,000 honor.

I don't think these are account bound because I bought these on my Alliance Warrior {for another character} and it doesn't show up in any of my other plate wearer's appearance boxes :(

For some reason, these and the other plate legs are for sale for about 24g. Every other pair of pants this vendor sells cost 2 Marks of Honor.
