The 幻象蜃鱼人诱饵 is part of the 陨圣峪的宝藏 achievement.

幻象蜃鱼人诱饵 is a toy obtained by combining a 无晖诱饵, a 浊鳍诱饵, a 饥渴闪鳍, and a 怒鳍通灵法杖 which are dropped by Kobyss around 陨圣峪.

无晖诱饵
Dropped by 蜃鱼人塑影者 on the Sunless Strand around 54.15 27.92. They are camouflaged and use an 阿拉希俘虏 as bait.
浊鳍诱饵
Dropped by 浊鳍深渊猎手 on Velhan's Claim around 47.25 16.65. They are camouflaged and use an 阿拉希俘虏 as bait.
饥渴闪鳍
Dropped by 饥渴的闪鳍者 on The Hungering Pool around 50.65 50.37. They are camouflaged and use an 阿拉希渔夫 as bait.
怒鳍通灵法杖
Dropped by 怒鳍通灵师 on the Veneration Grounds around 35.13 54.64.

幻象蜃鱼人诱饵 will transform you into a Kobyss for 30 minutes, your weapon will also transform according to your class and specialization.

The transformation has 41 different models from which the toy picks one at random. It does not break with combat, but will be temporarily removed while mounted.

All the relevant info is already in the other posts, but I just wanted to comment that the drop rate for these items was really good (unless I just got lucky), so at least you aren't wasting a bunch of time killing mobs.

- Ragefin Necrostaff dropped on my first kill of a Ragefin Necromancer
- Hungering Shimmerfin dropped on my first kill of a Hungering Shimmerfin.
- Sunless Lure dropped on my 3rd kill of a Kobyss Shadeshaper
- Murkfin Lure droppend on my 2nd kill of a Murkfin Depthstalker

Edited to add:

When killing the Kobyss Shadeshapers the first one dropped Peculiar Fish, which starts a short questline that nets you the pet Fathom Incher.

Lasts in combat and through death, and the Kobyss share the same model as Worgen.

Anybody with All the Things addon noticed it shows on the map as a physical chest and says only becomes visible after combining the 4 items? I was expecting another chest but found nothing, very misleading.

I've been reading a lot of comments about the fragment items dropping instantly or never dropping, even after 100+ kills. I fall into the latter category, but I remember having these items in my bag, but I most likely sold them. I posted a bug report to Blizz to see if selling the fragment items is the reason of the low drop chances.

Don't do what I did, spend ages farming them and not have them drop to realize they had long been in the bank waiting to be used when they were picked up not knowing what they were. If you spend more than 5 mins killing, do yourself a favor and check your bank.

PSA: Illusive Kobyss Lure Bug

If you're farming the Illusive Kobyss Lure and one or more of the prerequisite items just refuse to drop, read this before wasting more time:

After over 1000 kills on my main for the ~40% drop rate items, I got zero drops – nothing. I checked my bags, bank, reagent bank, mail, etc. Still nothing.

Out of frustration, I tried the same farm on an alt. Within 10 kills, I had all 4 items drop – one after another.
This seems to be a bug or character-specific lockout. It may be caused by some hidden flag or a stuck quest state.

Save yourself the pain I went through, if all else fails, try another toon.

Gotta admit I was hoping this would make you at least neutral with Kobyss.

(Or alternatively freeze you in stealth with a Kobyss dummy in front of you, and spawn Kobyss investigating that you could then ambush lol.)

If the Murkfin Depthstalker seems to have terrible drop rate for you AND you don't have the item in your bag/bank either, then you most likely had it at some point and accidentally sold it (which is what I probably did).
It seems like a ridiculous bug, but after I logged into an alt that hasn't done a lot of TWW content yet, I got it at the first drop.
All items took me 1-2 kills, except for the Sunless Lure which took 5 kills.
