Once bought, and used, legendary currently "stuck" at 502. Not able to upgrade.

Does pre-purchasing this also secretly increase the chance to get a Legendary drop?
If not... Wouldn't that be awesome? I mean, it would show your dedication in getting one, like a pre-signed up contract.
And yes, I'm unlucky and I can't raid Heroic or Mythic, also expansion has few months left to go.
So, I say why not? :P

you charge 2 bullion for this thing that can only be used 1 time yet you allow it to be bought 10+ times and past 1 are useless, are soulbound, and not refundable.

i did not pick the wrong item.
your system lets you buy something more than one time knowing it can only be used once...
and the item description does not indicate it is a one time use AND it is in the same batch of things you can buy BUT GET REFUNDED.
this is a major irritation, both the YEAR long item problem AND your reply.
