The movement speed bonus will not appear on your character stats screen. To prove the Elusive Blasphemite is working, you can use the command/macro:

I was working on my special "speed set" of gear. So I made 4 sockets for Algari gems using 卓越珠宝师的底座-s (two sockets on my neckless and two sockets on one of my rings), one of these 4 sockets is occupied by 灵动渎神玉. I planned to fill 3 other sockets by various gems to get +6% speed.
Tried various combinations of 3 other gems (such as 精湛玛瑙 + 致命红宝石 + 万能蓝玉, tried also other combinations with 3 unique colours), and could reach only +4% of speed. I could not get +6%.

EDIT: It appeared that adding a gem (even clicking on the "Apply" button) does not add the speed immediately. It takes some time. So, after adding a gem, I stopped, then ran, then stopped again, then ran again, and thus I finally got +10% after adding all 5 gems (pure green, red, blue, magenta and orange). Sorry for confusing.

EDIT 2: Not sure if it always was so, or started only recently, but today I found that not each pair of different gems counts as pair of really different gems for speed. If we have a combined gem (with two colours), then only the "foreground" colour is counted. For example, if we have 迅捷翡翠 (pure green) and 致命翡翠 (green plus red), then only one colour is taken into account by 灵动渎神玉 (the pure green plus the "foreground" green). But if we have 迅捷翡翠 (pure green) and 迅捷红宝石 (red plus green), then 灵动渎神玉 uses two colours (the pure green plus the "foreground" red). In other words, if we have "green+red" gem, then only its green is taken; if we have "red+green" gem, then only its red is taken, and so on.

Just to remove doubt, the Blasphemite itself does not count towards the bonus speed, so the max you can get is +10%.

Use Magnificent Jewelers Setting to add 2x sockets to a necklace, ring1 and ring2. (Cyrce's Circlet from Siren Isle cannot have sockets added).

You can also add a socket to your Head, Wrist and Waist slots through the Great Vault tokens.

To get the maximum bonus you want to add a Ruby, Sapphire, Onyx, Emerald and Amber to your gear.

Find your favourite stat and use the gems which give some of that as a secondary. For example, if you like Haste, use:
Quick Ruby (Crit + Haste)
Quick Sapphire (Vers + Haste)
Quick Onyx (Mastery + Haste)
Quick Amber (Stam + Haste)
And an Emerald Gem, such as Versatile Emerald. (Haste + Vers - Emerald always gives Haste so you'd pick an off stat or pure Haste)

If you have any leftover sockets, just put your best stats.

I got mixed results from trying to use hybrid gems. I equipped the 5 different Mastery gems and only got 6% while switching to pure, single color gems gave me the full 10%. It's only for my mount/mog speed run set so I wasn't worried about stats.

I've made a convenient chart for all your ~~Infinity Stone~~ stat gem-collecting needs. Main (bigger) stat is written first, followed by the second (smaller) stat; gems with only one stat are written in italic. Note that all 4 secondary stats have representation in all the gem types, but only amber will give stamina.

I've tried this and the other gems and none of them seem to be working.

No matter what addon or weak aura or run command I use, if I equip the gem, and un-equip multiple times, or place my neck piece on the bank, the result does not change.

It just seems like none of these primary stat gems are working with anything but primary stat.

It looks like it doesn't like the different colors in the same item. Had the Elusive Blasphemite in my legendary boots with 3 sockets.

I only got the additional speed once I put the different color gems into my rings and other items.

Looks like it doesn't work at level 90, which is expected, but not explicitly stated anywhere I can see. Shame though, the stats were passable even at level 90 for the % movement speed they give. I verified this by using Lylah's script:

As of 12.0.5 this no longer works on Midnight Rings with a socket

(Noticed i lost about 6% speed)
