I find the most Arathor's Spear on top of pipes and drains; there are a lot of these around and south of Gundargaz and the Waterworks in The Ringing Deeps.

I've tried the suggested spots and they can be really hit or miss, sometimes it's all mycobloom with very little arathor's spear to be found, other times it's all over. If you are trying to farm this late (season 3), the best spot I have found is on Isle of Dorn in the bee area. This was a spot I avoided for a long time as my herber is an alt who is usually in low to mid gear. Now that season 3 has started, I got this toon to a very modest 670 ilvl and the bees are much less intimidating. I can't take on an entire swarm, but a couple elites with some normal mobs mixed in are no longer guaranteed death and doable. This area spawns 3 to 4 arathor's spear every couple minutes. Very easy to fly high to see when they spawn and then dip down for a closer look to see how much you need to take on to get to it. Hope that helps someone =)
