Crafted this today for a lucky paladin, can confirm you do not need to be max level Inscription to learn the recipe or complete the work order. I was Dragonflight Inscription 79/100 and had no issues, no extra gold cost for the crafter, etc. Earned a single skillup and mettle/knowledge for first craft.

I was able to drop a profession, train enchanting at level 1, and make it for myself. Helps a bit if you don't find anyone to craft it for you.

This was my first crafted order today. A player on another realm requested it in trade. We tried to meet at the table but were phased and couldn't see each other so I could learn the recipe. So we queued for the Brewfest dungeon, killed the boss, and then he cast the recipe on me while we were still in the dungeon. Leaving the instance group put me back in Valdrakken. He talked me through the process of accepting the order at the crafting table with the Inscription panel ("crafting orders" is a new tab (to me) in DF that I'd not used before) and I saw his order under Personal. I clicked to accept it, clicked the create button, and in a few seconds he had the item, I had a 1000g tip, and he was off to farm Superbloom for the next part of his legendary axe. I was at skill 39 with no mats and, overall, it was relatively painless.

Lights Blessing.

If you are like me and don't want to buy the COSMIC INK from the AH because they are expensive and would like your scribe friend to make the mats for you. ROUGHLY the raw herbs you need will be:

251x Bubble Poppy
1128x Hochenblume
125x Saxifrage
813x writhebark

This is assuming your scribe can craft 2x ink with 1 set of mats and is not producing additional inks.

I did the math like a nerd.
