This item can be found in the Deadman's Chestplate treasure found at 69.30 46.54 inside the tower on an upper floor at Dragonheart Outpost.

If you have Dragonriding, it's easier to access from the hole in the roof but Rogues can grapple and Warriors can Heroic leap up from the first floor.

The treasure inside is one of four cosmetic chest pieces and the appearance of the chest you loot depends on the armor class of your character.

To unlock this specific appearance, you must loot this treasure on a Rogue, Druid, Demonhunter or Monk. While it does share the appearance of other Leather chests in Dragonflight, this unique color (Black Dragon themed) is fully cosmetic and can be transmogged by Plate, Cloth and Mail once unlocked!

Dead Man's Tunic unlocks the Cloth appearance.
Dead Man's Leathers unlocks the Leather appearance.
Dead Man's Chains unlocks the Mail appearance.
Dead Man's Breastplate unlocks the Plate appearance.

Looting this treasure is required for Treasures of the Waking Shores.

The 亡者胸甲 is located in 觉醒海岸 when you go straight ahead from the Wingrest Embassy at the crossroads to the Dragonheart Outpost.
You'll find the 亡者胸甲 on the middle level of the large tower.

The 亡者胸甲 may contain the following:
亡者锁甲
亡者坚甲
亡者皮甲
亡者外衣

There are 5 different colours:
命缚胸甲 (red, LW crafted)
蜥蜴皮外套 (green, world drop)
狂怒风暴外衣 (blue, elemental storm vendor)
破龙者的外套 (yellow, PvP token ensemble)
亡者皮甲 (black, looted from a chest)

One colour for each of the dragon flights.
