As a Dr00d, http://www.wowhead.com/?item=20691 gives me more dps overall then this Cloak. I just purchased the Shoulders and Ironbark Staff.

As of the current patch - now costs 5,000 Honor, no marks.

If you are a hunter, rouge or any other class/spec looking at this you are better off grabbing 完美平衡斗篷. You can get it as early as Lv. 59 and it's a dungeon quest reward.
