This is a recolor of Edict of Argus, a staff that dropped from Normal, Heroic, and Mythic Archimonde in Hellfire Citadel in blue, red, and green respectively. This yellow version oddly appears next to the Hellfire Citadel ones in your appearance closet if they are unlearned.
